Yuri Tarded is a russian man who flew to Los Santos, upon arrival he changed his name to "Yuri Tarkov" for some "reasons". His main goal is to get a green card.

One of his many notorious plots was when he tried to ambush the Old Man Eugene Zuckerberg by "finding his car in a pool".
