Background[]
Victor was born on June 25, 1999 to Shelby and Mike Quinn. While his mother was rather absent in his life after the divorce in 2003, his father raised Victor to be a typical rough and tough man. His mother on the other hand that he still saw every other weekend, taught Victor the importance of kindness and acceptance. These lessons would irritate a young Victor, however, as he grew older, Victor would take those lessons to heart as he moved to the melting pot that was Los Santos to attend the Los Santos University (L.S.U.) to study Criminal Justice with the end goal of attending law school. While in his freshman year of college, Los Santos was plunged into chaos during the great Sanguine Isle War and Victor fled back home to Vice City.
Vice City was kind to Victor in his time while attending Vice City College (V.C.C.) where he eventually joined a fraternity, Alpha Zeta Delta. Here he met his fellow brothers and really found his core group of people that he could vibe with. It didn't take long for these brothers to drive Victor aways from his studies, where Victor was drinking, smoking, and snorting anything he could get his hands on. This reckless lifestyle eventually caught up to Victor at the end of his junior year, where he was eventually kicked out of V.C.C. for poor performance.
Victor moved back in with his mother after his father disowned him and cut him off. Up until this point, Victor's antics were mainly funded by his father's wallet that was filled with the from money his stock trading business. Shelby took Victor back in though, where Victor was able to regroup and find himself, and most importantly, recover.
Victor was sober, ready, and excited for new opportunities when it was announced Los Santos was receiving a large amount of funding from the government to help rebuild the city. With a couple hundred dollars in his pocket, he hugged his mother goodbye and found a flight back into Los Santos to begin his new journey.

Victor Quinn is a Caucasian male, standing at 6'3". He has a slim build with a little bit of muscle, weighing in at 180 pounds. His long blonde hair and douchebag walk make it seem like he is your typical frat guy college dropout, but there is more to him than meets the eye.
