The X Factor was a terrorist organization founded by Irwin Dundee and Benji Ramos to continue Jean Paul (X)'s legacy in Los Santos.
During the waning days of X's adventures in Los Santos, he tried to change the corruption of cops in the city which lead to him being deported. Dundee realized this and invited Benji to start a movement to send a message to the police as 'X'.
Dundee would call people anonymously to volunteer for the movement as 'X', supplying them with a bunch of class 2 weapons to wreak havoc on the city while dressed as 'X'.
