Government[]
In response to citizen distrust, the federal government established a new democratic system for San Andreas, featuring both elected and appointed officials, reflecting a balance of power between elected officials and appointed representatives. Notably, the Treasurer's Seat replaced the Mayor's unchecked authority over state funds. However in response to issues highlighted during the trial of "Soze v. State," Justices Brittany Angel and Norman Adams, under the direction of former Chief Justice Alan Crane, undertook a comprehensive revision of the San Andreas Constitution. This led to the dissolution of the City Council and the establishment of two separate counties, Los Santos County and Blaine County, each governed by its own County Mayor. These changes were made to address oversights and improve the legal framework of San Andreas.
Mayor’s Office[]

The Mayors in the State of San Andreas are the elected executive heads of Los Santos County and Blaine County, wielding significant influence over countywide matters, including legislative initiatives and administrative oversight. Each Mayor's term begins after a quarterly election, secured by a majority vote. Their responsibilities encompass managing taxes, government payrolls, overseeing businesses, and various managerial tasks within their respective counties.
Recent constitutional revisions led by Justices Brittany Angel and Norman Adams resulted in the dissolution of the City Council and the division of the island into two jurisdictions: Los Santos County and Blaine County. Each jurisdiction now has its own Mayor with the authority to appoint their respective Chief of Police and Sheriff. On July 8, 2024, Justice Brittany Angel announced the opening of the application process for the elections of Blaine County Mayor and Los Santos County Mayor. Additionally, a third public office, the San Andreas Medical Authority Director, was introduced. In a State of the Union address on July 10, 2024, the Justices, joined by Justice John Bailey, presented the new Constitution of the State of San Andreas and legislative changes, officially removing the legislation establishing the City Council.
Law Enforcement[]
Law enforcement in the State of San Andreas is managed by the San Andreas State Marshals, an independent law enforcement agency that is a part of the Department of Justice, and the Unified Police Department (UPD), which serves as the executive branch tasked with upholding and enforcing the law. The UPD is composed of four key divisions: the Los Santos Police Department (LSPD), Blaine County Sheriff's Office (BCSO), Central Investigation Bureau (CIB), and Tactical Response Team (TRT).
San Andreas State Marshals[]

The San Andreas State Marshals (SASM), operating as an independent law enforcement agency under the Department of Justice, play a crucial role in overseeing criminal activities, addressing public corruption, and protecting DOJ and state buildings. Their responsibilities include investigating organized crime, declaring martial law when necessary, and utilizing advanced equipment to uphold state integrity. Established under Article II, Section 1 of the San Andreas Constitution, the SASM ensures the protection of citizens' safety and rights, embodying the authority to maintain state security and public trust. They have full jurisdiction over the state of San Andreas.
The SASM's duties are extensive, providing independent oversight of all law enforcement agencies to preserve institutional integrity. They protect officials, investigate and prosecute corruption and organized crime, and maintain law and order throughout the state. In times of severe unrest, the SASM can declare a State of Emergency, granting them heightened authority to use heavy equipment and relaxed law enforcement guidelines. They also have the flexibility to recruit individuals as necessary, ensuring an effective response to any threat and maintaining the state's safety and security.
Unified Police Department[]

- Los Santos Police Department: The Los Santos Police Department (LSPD) is dedicated to maintaining law and order within Los Santos County. With its headquarters located in Mission Row, the LSPD is the primary law enforcement agency in the urban areas of Los Santos.
- Blaine County Sheriff's Office: The Blaine County Sheriff's Office (BCSO) operates in Blaine County, with its headquarters situated in Sandy Shores, adjacent to the Sandy Shores Medical Center. After five months of persistent advocacy, Cletus Cornwood successfully convinced the City Council to establish a new department in the northern region. This led to the inaugural Sheriff's Election, overseen by Chief Justice Alan Crane from May 14th to May 22nd, 2024. Jeffrey Bones emerged as the elected Sheriff, while Cletus Cornwood, the runner-up, declined the position of Undersheriff and instead accepted the role of Captain. Leon Cassidy, Bones' campaign running mate, was appointed as Undersheriff.
- Central Investigation Bureau: The Central Investigation Bureau (CIB), established on May 2nd, 2024, functions as the investigative unit of the Unified Police Department. The CIB specializes in advanced investigations and police work, providing resources, personnel, data, and tools to support the UPD. The CIB operates with its own Standard Operating Procedures (SOPs), which outline the boundaries and expectations for its members. While the CIB maintains a linear command structure for its operations, it also reports to the UPD Chain of Command when necessary. Members of the CIB are required to recognize their dual roles within both the CIB and the UPD, ensuring proper conduct in accordance with their positions.
- Tactical Response Team: The Tactical Response Team (TRT) is a specialized unit within the Unified Police Department that handles high-risk situations, such as shootouts, major crimes, and threats to public safety or government employees. The TRT is equipped and trained to respond to and neutralize dangerous scenarios, ensuring the safety of the community and the effectiveness of law enforcement operations.

It consists of the cities of Los Santos and Davis, along with a large variety of highlands, beaches, and interconnected highways.
