General Description[]
Rosa Garcia is a former lawyer and Appointed Judge for the Department of Justice. She has close ties with Chang Gang and is a retained lawyer for many of their businesses.
Career[]
Rosa arrived in Los Santos around July 24, 2022.
Her first job was being a taxi driver, in which she rode around in a pink taxi. After the taxi stent did not pay off, she eventually crossed paths with Vinny Pistone and Raymond Cain, who had her hired at Maldini's Pizzeria.
Rosa had a background in public defending from another county and eventually came into contact with Robert Locksley and Murphy Braun, who became her mentors on her path to becoming a lawyer. She succeeded at attaining a junior Bar license and became Braun's junior attorney.
On August 9, 2022, Rosa, Murphy, and her friend Kennedy were hired as Wu Chang Records' legal team and tasked with composing the record label's first written contracts.
She attained a Class 2 Weapons license sometime in August 2022.
She was elected to the Department of Justice as a Judge on April 7, 2023. As of May 31, 2023, Rosa is an "Appointed Judge" and does not have to run for re-election. She was to serve a 6-month term, however she resigned on June 25, 2023. She celebrated with a vault robbery with Chang Gang, in which she was arrested and officially became a criminal. Her BAR license was removed on July 10, 2023.
Criminal Activity[]
Seeking to branch out and become slowly more involved in crime, she eventually became a hangaround for Street Team sometime in mid-December 2022.
On December 20, 2022, before robbing her first bank, she sought advice from Chang Gang leader Mr. Kebun about potentially losing her BAR license and having her career ended. He advised that she should approach every crime she commits with the mentality she could get caught and lose everything, which she took to heart. Later that day, she robbed the City Vault for the first time with Street Team, completing many of the hacks as well. She became a lawyer by day and a criminal by night, though aware of the risks to her career she was taking.
After spending time and effort with Street Team, Rosa was promoted to Street Team Associate (STA) by leader Jaylen Carter Jr on December 27, 2022.
She is no longer associated with Street Team, as the gang dissolved in Spring 2023. However she still maintains ties with some ex-Street Team members and with Chang Gang, often giving members of the gang legal advice. She refrained from doing any (open) crime after she was elected as a Judge on April 27, 2023. However she grew tired of the job and resigned on June 25. She now hopes to get back into doing crime more and just doing whatever she wants in general, while still staying informed on legal matters in the city.

- She speaks fluent Spanish.
- Rosa is best friends with CJ Parker. She is also friends with Raymond Romanov.
- Rosa considers CJ her bad influence and her other close friend Kennedy Cartwright her good influence.
- Rosa did cocaine for the first time after Vinny Pistone gave her some at a Wu Chang Records concert on August 9th, 2022. Thanks to Vinny, she became a cokehead. Allegedly, she remained a secret cokehead even after becoming a judge.
