Raul Luis-Blanco is a member of Hydra Gang.

He was one of the first people who, after the rebirth of Hydra, was considered a Hydra Associate. He was officially invited to Hydra Gang on the 20th of April 2022. Raul left the gang on 1st September 2024 soon after Miguel Almerion because he felt awkward being in a gang that he joined because of Miguel.

Upon disbandment of Miguel’s crew S.O.B., Raul soon talked to Flippy expressing his regret for leaving Hydra. As of April 1st, 2025, Raul has rejoined Hydra by being given a hydra flag from Flippy.

The manner in which Raul got his flag back was after getting karate chopped by Flippy for a game of Los Santos Assassin hosted by Marlo Stanfield. Flippy relayed that Kio also got his flag back after getting blooded-in by being karate chopped by Flippy.
