After the re-election of Mayor Maximilian Thoroughbred, he and his Chief of Staff Siobhan Thoroughbred pushed legislation to establish a new Mayoral cabinet of Government Employees. Mayor Max broke the City Council's 3-3 tie vote on the bill to pass it. According to the Government Legislation, Parks & Rec oversaw the care & protection for state parks, state beaches, and recreational events throughout the state. The Secretary of Parks & Rec was a Government Employee appointed to the Mayoral cabinet by the Mayor of Los Santos and their Chief of Staff. The Secretary could not have any felonies. Andi Jones interviewed for the Secretary of Parks & Rec position and was hired on May 6, 2024. Andi organized only one event for Parks & Rec before it was dissolved on July 10, 2024, when the Justices of the San Andreas Department of Justice officially removed the legislation establishing the Thoroughbreds' Mayoral cabinet.
