Description[]
Pact Nicely was born in Brisbane, Australia on June 18, 1997. He has orange hair, blue eyes and will usually wear something that makes him stand out in a crowd. Pact isn't necessarily the smartest or brightest, but knows how to get a job done. Moving to Los Santos at 23 years old, Pact quickly turned into a businessman, entrepreneur and criminal. He's managed to hack, thermite, drive and shoot in jobs and circumstances in the past and is improving everyday in these aspects. Pact has two older cousins, Reginald Charles Poppycock III, who was born in England, and Kraven Moorcock who was born in Australia.
Pact is a business owner, starting an Australian comfort food and cuisine restaurant in the city known as Down Under Dining as well as a radio station in the city known as Skyline FM. He also has made an effort to make his presence known around Dean World and The Farmer's Market, working for 13 different businesses such as Mojito Inn and Plus One. His reputation in the criminal world is slowly growing into an effective network for information, resources and jobs that aid with his criminal endeavours. Pact is able to balance his life as a businessman and a criminal very well, and will act upon either ideal depending on how he is feeling that day. Pact's a grinder at heart, both as a civilian and as a criminal, and will spend countless hours working civilian jobs for money or hitting stores and banks for money.
He has a couple of major addictions in Los Santos, one of the biggest being gambling at the Casino. Pact has admitted to it being an issue several times in the past, but it hasn't stopped him spending countless thousands of dollars at both the wheel and at blackjack. Pact also has an obsession with women with dyed hair, specifically blue in colour. His current girlfriend has blue hair, one of his ex-girlfriends has blue hair, and Pact has made friends with a couple of ladies that also have blue hair. Pact often lies to his friends and says that it's just blue, but deep down he's into girls with purple and pink dyed hair as well.

Pact worked as a Mid-State Outreach Supervisor for Parks and Recreation to organize Sandy Shores and Grapeseed events.
Free Your Mind Festival[]
Pact hit a huge setback with the "Free Your Mind Festival" he was planning for June 25, 2022 when MDM Records accused Parks & Rec of imitating and upstaging their "Burning Mandem" festival on July 4, 2022 because both events were scheduled at the same Sandy Shores alien venue. In an effort to sabotage the "Free Your Mind Festival", The Mandem unsuccessfully asked Mayor Mickey S to shut it down, tried to get the Lost MC to cancel it, and contacted Wu Chang Records artists to pull out of it. In a tense negotiation at MDM Records between The Mandem and Pact, Parks & Rec Director Charlie Greene, and Assistant Director Niki Reynolds on June 23, 2022 (that Mayor Mickey belatedly showed up to at Bunny's strategic request), Parks & Rec agreed to move the "Free Your Mind Festival" from Sandy Shores to the Vinewood Bowl and to change their start time of Parks & Rec's Fourth of July event.
Despite additional setbacks like Don Dolph and Ellie Nite pulling out, Pact successfully organized the Free Your Mind Festival on June 25, 2022. The event featured free admission, free music, free food, and free Rooster's Reef weed. Quimbley Hayabusa, Dommy Mommy Sooty, Damien Tinkerman, Sana Satoru, Hubcap Jones, and King Ryan performed.
Parks and Recreation Assistant Director[]
After Assistant Director Niki Reynolds resigned from Parks & Rec on July 8, 2022, Charlie eventually promoted Pact to Assistant Director.
Zoomin' Zancudo[]
On August 6, 2022, Assistant Director Pact organized a free, legal elimination car race with the new Mid-State Outreach Supervisor Ashley "Ash" Justitia at the Fort Zancudo military base. All vehicles except for motorcycles were eligible to compete, and NOS was prohibited. The racers were all on radio with phasing off, and were allowed to practice the course while Doug Fleener, Dommy Mommy Sooty, and Damien Tinkerman performed before the race. The start of the race got delayed when Randy Bullet kept shooting at the event (starting with Sooty's dog) with a hunting rifle he had stolen from the Shrugway Sandwiches truck; after Joseph Arrowhead ran over Chang Gang's gliders, Randy kept shooting at the event and tried to skin the dog. Pact rejected police Sgt. Tessa Lamb's recommendation to leave the area to appease Chang Gang. Parks & Rec cleared the wrecked gliders from the course, and left the blown up Shrugway Sandwiches truck there as a course obstacle (and later as a finish line). After the third lap, referee Charlie Greene and drone operator Andy Goulding struggled to eliminate the last place car in each subsequent lap--but with darkness shrouding the race and multiple cars lapping each other, Pact finally restarted the race with singular elimination heats. The final racer standing, Dean Hunt, won the $100,000 prize.
