The Mayors in the State of San Andreas are the elected executive heads of the north and south counties in the State of San Andreas, i.e., the Los Santos County Mayor and the Blaine County Mayor.
General Overview[]
The Mayors in the State of San Andreas are the elected executive heads of Los Santos County and Blaine County, wielding significant influence over countywide matters, including legislative initiatives and administrative oversight. Each Mayor's term begins after a quarterly election, secured by a majority vote. Their responsibilities encompass managing taxes, government payrolls, overseeing businesses, and various managerial tasks within their respective counties. Mayors can keep rerunning for election without any term limits. Nino Chavez served four consecutive mayoral terms for Los Santos County, holding the record for longest mayoral tenure in Los Santos history at approximately one year.
Felonious Unexpungable Mayoral Application Denial[]
The Department of Justice has historically denied any mayoral applicants with felony convictions from the mayoral ballot. For the July 2025 election, the Justices took an extra step of voting on and enacting a new case law titled "Felonious Unexpungable Mayoral Application Denial- Jose Gerardo", wherein Justice Murray Falconer had ruled that citizens with felony convictions are not applicable to hold Mayoral office. The new case law had been proposed by Justice Nathaniel Greyson in response to a court case filed by petitioner Murphy Braun on July 7, 2025 where he had sought a Writ of Mandamus and had pointed out that nothing in the Constitution or Legislation justified Justice Greyson's unilateral decision to deny the Los Santos County mayoral application of Jose Gerardo (a convicted felon whose criminal record included Treason and Terrorism).
Succession Protocol[]
Traditionally for the replacement of a county Mayor, their cabinet members voted among themselves to pick a new leader for the remainder of the term. The Blaine County Mayor Interim Special Election in March 2025, won by Princess Elena, was the first time that the public elected an interim Mayor to serve the remainder of a mayoral term. In November 2025, Mayors Dawn Hearte and Charles Danger approved an amendment to the "Civil Service Act", "Article 3.2 Succession Protocol"--which changed how a county Mayor is replaced if their office is vacated. The Succession Protocol mandated a special election held within seven days for the public to vote in a new Mayor (unless a regularly scheduled election was already going to happen within ten days or less). When Los Santos County Mayor Charles Danger went on to flee the State on December 2, 2025, the Department of Justice held an emergency special election for a new interim Mayor in accordance with the Succession Protocol.

Interim Mayor Lila Wright From December 15, 2023 to January 20, 2024, Lila Wright was the Interim Mayor of Los Santos. Lila was a "fixer" that the federal government had hired to bring the city back into solvency. She and Chief Justice Alan Crane set up the foundation for the first official Mayor, making the Mayor one of eight representatives on a new governing body called the City Council. On December 18, 2023, Crane and Lila enacted the Memorandum Establishing The City Council. On January 4, 2024, they enacted the Expectations of the City Council and its Members. On January 5, 2024, a committee of Crane, Lila, and County Clerk Alex Mushkin-Domino interviewed applicants for the Treasurer seat on the City Council. Three-time Deputy Mayor Etta Hawthorne was eventually appointed Treasurer. Maximilian Thoroughbred won the mayoral election on January 20, 2024, becoming the inaugural Mayor of Los Santos. |

First City Council meeting on January 20, 2024 During the City Council era where the Mayor of Los Santos was one of eight representatives on it, the Mayor's Seat was filled by the quarterly Mayoral Election, after winning the majority vote. The Mayor was responsible for managing taxes, government pay rolls, the oversight of businesses, and other sundry managerial duties. For Council voting, each member of the City Council had one vote, with the Mayor's acting as two in the event of a tie. Any majority vote was deemed successful, but the federal Government had veto power if there are fewer than 6 of 8 votes for a certain outcome. The Chief of Staff's seat on the City Council was appointed directly by the Mayor--this position focused on carrying out the Mayor's goals on a day-to-day basis, promoting their principles and ideals. The Deputy Mayor's Seat on the City Council was filled by the runner-up in the Mayoral Election--this position ensured fair representation for the constituents whose candidate was not elected. All elected and appointed members of the Los Santos City Council had to swear an Oath of Office upon formally adopting their position, affirming that they had a clean criminal record bearing no felonies of any kind, no formal allegiance to any other government(s), agencies, and/or special interest groups that would prevent them from acting in the best interest of the City of Los Santos, and that they had not been formerly impeached or removed from a similar position of governmental trust. Failure to adhere to the aforementioned expectations and requirements risked the revocation of their position and prevention of holding a seat on the City Council indefinitely. Members could also be dismissed if they violated one or more of the Articles of Impeachment listed within the Los Santos Constitution. Background checks were conducted on all candidates upon their submission for ballot entry. If any candidates were found to not hold the required professional certifications, organizational good standing, and/or do not meet the qualifications listed in the Expectations of the City Council and its Members legislation or the Enactment of the City Council legislation, then the candidate would not be put forth on the ballot and was sanctioned. Mayor Maximilian Thoroughbred expanded the powers of the Mayor's Office in a couple of controversial ways. His Police Continuity Plan mandated that the Law Enforcement Departments of Los Santos report to him as their immediate superior for the duration of his initial term. The Mayor's Office was granted the power to appoint a Commissioner and Chief of Police to run the LSPD, as well as form other Law Enforcement Departments. This proposed legislation polarized the City Council, with even his own Chief of Staff Juno Sweeney opposed to it. Max fired her on February 23, 2024, and filled the Chief of Staff position with his own wife Siobhan Thoroughbred to push the legislation through. Treasurer Etta Hawthorne, Law Enforcement Liaison Malcolm Nekoda, and Healthcare Liaison Philippa Canter all voted nay against the legislation on February 24, 2024--but were in the minority. The legislation still passed, and Max held a grudge against the three dissenters. On March 3, 2024, Mayor Max formally appointed Beric Johnson as the first Chief of Police for the Los Santos Police Department. Max eventually went on to appoint himself as police Commissioner, and deputized his allies in the City Council to serve as police officers. Mayor Max's powers were also expanded to control the salaries in the city. By his own admission to Crane, Max increased tow truck pay to help with his re-election campaign. Then when Max was re-elected as Mayor on April 20, 2024, he lowered the pay of both Los Santos Medical Group doctors and Emergency Medical Services to $250 an hour to teach them a lesson. The City Council eventually dissolved after Alan Crane retired as Chief Justice on July 2, 2024. In a State of the Union address on July 10, 2024, the Justices of the San Andreas Department of Justice presented a new Constitution of San Andreas and legislative changes, officially removing the legislation establishing the City Council. |

Justices announcing the new State Constitution Jurisdictions of the two Mayors Constitutional revisions led by Justices Brittany Angel and Norman Adams resulted in the dissolution of the City Council and the division of the island into two jurisdictions: Los Santos County and Blaine County. Each jurisdiction now had its own Mayor with the authority to appoint their respective Chief of Police and Sheriff. On July 8, 2024, Justice Brittany Angel announced the opening of the application process for the elections of Blaine County Mayor and Los Santos County Mayor. Additionally, a third public office, the San Andreas Medical Authority Director, was introduced. In a State of the Union address on July 10, 2024, the Justices, joined by Justice John Bailey, presented the new Constitution of the State of San Andreas and legislative changes, officially removing the legislation establishing the City Council. After Justice Brittany Angel announced the county mayoral election winners on July 19, 2024, she explained the new mayoral responsibilities to both Nino Chavez and Andi Jones:
Justice Angel explained to San Andreas Medical Authority Director Philippa Canter that she oversees both the EMS and the doctors, and that she can push public health legislation for medical professionals. Each Mayor's term began after a quarterly election, secured by a majority vote. For the October 2024 election, Justice Angel broadcasted the following state announcement: "For this election, each citizen will have to choose the county that they want to represent them and where their voice will be heard. Citizens may vote for one mayor and pick their county of residence accordingly. Please campaign with this knowledge in mind." Subsequently, the October 2024 mayoral candidates for Los Santos County and Blaine County were combined onto one ballot wherein only one name could be selected. After Justice Angel announced the county mayoral election winners on October 21, 2024, she explained the mayoral responsibilities to both Nino Chavez and Kyle Elizabeth Pred Soze. Notice from S.A.D.G.E The San Andreas Department of Government Efficiency, a government entity referred to as the State, first exercised its authority over San Andreas by sending a letter on November 3, 2024 to Mayor Nino and the Department of Justice to clarify how they should work together. As the government official running S.A.D.G.E, Kevin Oil visited Los Santos to mediate the DoJ's legislative removal of Blaine County Mayor Kyle Pred on December 2, 2024 for losing his "good standing" from the outcome of "The People v. Kyle Pred" (Judge Arcadia Grayson had issued the State Announcement stripping Pred of his mayoral title about an hour after he tried to appoint a replacement interim BCSO Sheriff named Mateo Radić). Justice Angel resigned from both the DoJ and San Andreas State Marshals on December 5, 2024. On December 8, 2024, S.A.D.G.E formally reinstated Pred as the Mayor of Blaine County. Mayor Pred eventually replaced Jeffrey Bones with Mateo Radić as the Sheriff of the BCSO. Bones and his Undersheriff Leon Cassidy were demoted to BCSO Captains. The January 2025 election continued to combine the mayoral candidates for Los Santos County and Blaine County onto the same ballot, with incumbent Nino Chavez allowed to run for a third consecutive mayoral term. The January 2025 election did not have a public ballot for the San Andreas Medical Authority Director--the position was won by Dr. Peri Wattson. Justice Arcadia Grayson announced the mayoral results on January 20, 2025, with Nino becoming the first Mayor in San Andreas to win three consecutive terms. At the BCSO, she and Justice Arthur MacNee walked the Blaine County mayoral winner Mumbles Fumbles through his duties. She then swore Mumbles into office. When Blaine County Mayor Mumbles Fumbles stepped down on March 7, 2025, the Department of Justice announced an impromptu three-day election for the spot of an interim Mayor to finish the remaining term for the current election cycle. The polls for the Blaine County Mayor Interim Special Election opened the night of March 11, 2025, with the ballots instructing voters to "vote for who you want to be the Interim Mayor of Blaine County until the end of the current term". Although the polls were supposed to stay open for 72 hours, they closed about 4-5 hours early because they were using the UTC time zone. At the DoJ's announcement of the new interim Mayor of Blaine County at the Galileo Observatory on March 15, 2025, the Justices reiterated that the election winner will serve the remainder of Mumbles' term before another election is held in 5-6 weeks. Mumbles' wife and Deputy Mayor Princess Elena barely edged out Eugene Zuckerberg by one vote. Justice Murray Falconer swore Elena in at the BCSO. Meeting between Governor Kevin Oil, the DoJ, Los Santos County Mayor Nino Chavez, and Interim Blaine County Mayor Princess Elena on April 5, 2025 Polls for the April 2025 election opened on April 12, 2025. Due to recently passed legislation co-signed by both Mayors Nino and Elena, voters could now select a Los Santos County Mayor on one ballot and a Blaine County Mayor on a separate ballot. At the Galileo Observatory on April 21, 2025 11:30am PDT, Judge Nathaniel Greyson announced the election results: Interim Blaine County Mayor Princess Elena won a full mayoral term. Incumbent Los Santos County Mayor Nino Chavez won for a fourth consecutive mayoral term, subsequently setting a record for the longest tenured mayor in Los Santos history. Incumbent San Andreas Medical Authority director Peri Wattson won by default as the only candidate (she eventually resigned from the position on June 25, 2025). On behalf of the DoJ on June 21, 2025, Justice Nathaniel Greyson granted a temporary injunction against Mayor Elena and suspended her mayoral powers pending a criminal court case filed by LSPD Officer Wes Lorcain, Sgt. Doc Masters, and Capt. Hailey Maxwell. Criminal trial against Blaine County Mayor Princess Elena on July 9, 2025 For the July 2025 election, Justice Nathaniel Greyson opened nominations on July 6, 2025 with a three-day contest period to potentially disqualify applicants. Despite Justice Greyson's disclaimer declaration that those with felony convictions were not applicable to hold Mayoral office, several citizens with felonies still entered on the docket to run for both Mayors. When Justice Greyson unilaterally denied the mayoral application of Jose Gerardo (a convicted felon whose criminal record included Treason and Terrorism), petitioner Murphy Braun filed a court case seeking a Writ of Mandamus on July 7, 2025 pointing out that nothing in the Constitution or Legislation barred citizens with felonies like Jose from running for Mayor. Justice Greyson counterargued it and proposed new case law, presiding Justice Murray Falconer ruled in favor of the new case law, and the Justices voted on it to ultimately enact the new case law called "Felonious Unexpungable Mayoral Application Denial- Jose Gerardo" that barred citizens with felonies from the July 2025 Mayoral election. On July 10, 2025, the suspended Blaine County Mayor Princess Elena was criminally convicted of accessory to terrorism, embezzlement, and reckless endangerment--disqualifying her application to run for another mayoral term. Other applicants that were denied entry onto the July 2025 mayoral ballot included candidate Edgar Del Castillo, whose criminal history included "Serial Assaults and Killings", "1st Degree Murder", and "Murder of a Government Employee". On July 13, 2025, voting began for the two mayors, SAMA director, and a first-ever "Elected Magistrate" position. On July 19, 2025, Justice Falconer announced that the polls closed. At the Galileo Observatory on July 21, 2025, Justice Murray Falconer announced uncontested candidate Angela Adams as the new SAMA director, and announced that Sophia McMoo and Callista Bell won the Elected Magistrate positions. Justice Sean Danielson announced that Nino cabinet member Michael Razzel won the Los Santos County Mayor election. Justice Nathaniel Greyson announced that Nino cabinet member Junior Huntley won the Blaine County Mayor election. The "Predridge Farm" land deal For the October 2025 election, incumbent Los Santos County Mayor Michael Razzel opted not to run for a second term. He instead endorsed his cabinet member Quinton Quantum to succeed him, with Razzel intending to serve as his Deputy Mayor if he won (Razzel wound up winning Elected Magistrate). Razzel refused to support the mayoral campaigns of his other cabinet members, Charles Danger and Remedy Creed (though Remedy was ultimately blocked from the ballot for still having felonies including a HAG on her record). Blaine County Deputy Mayor Denzel Wallace also ran for Los Santos County Mayor. The ballots for the Mayors and Elected Magistrates opened at Davis City Hall on October 20, 2025. The San Andreas Medical Authority Director had no ballot because Dr. Stacey Recht ran for the position unopposed. Incumbent Blaine County Mayor Junior Huntley, embattled by a "Predridge Farm" scandal where he sold Grapeseed land to LSPD Chief of Police Kyle Pred for $7.5M, went missing on October 23, 2025 during his re-election campaign for a second term--with video evidence implicating The Archivists in shooting him off a bridge. The voting ended on a Monday, October 27, 2025. At the Galileo Observatory on October 28, 2025, Justice Sean Danielson announced that Charles Danger won the Los Santos County Mayor election. Justice Nathaniel Greyson announced that Dawn Hearte won the Blaine County Mayor election. Justice Danielson swore in both of the Mayors inside of the Davis City Hall meeting room. Voting ballot for BILL CH-35216. Redistricting of Chumash into the Blaine County on December 1, 2025 Chumash successfully redistricted into Blaine County on December 8, 2025 Ever since the original constitutional revisions in July 2024 divided the State of San Andreas to encompass the entirety of Chumash within Los Santos County, Raiders MC President Darcy Lane consistently pushed to redistrict north Chumash to be part of Blaine County instead, due to the Raiders MC's closer affinity to the more rural North and the personal connections with the people who live there. Several Mayors and lawyers failed to change the border until both Los Santos County Mayor Charles Danger and Blaine County Mayor Dawn Hearte worked with the Legislative Authority on it. Once the Raiders turned in a Petition for The Redistricting of Chumash with 115 total signatures in it, Mayor Dawn wrote a formal request for a statewide referendum for it--and submitted it to the Legislative Authority on November 10, 2025. The San Andreas Department of Justice formally approved the request for the statewide referendum regarding "BILL CH-35216. Redistricting of Chumash into the Blaine County", and opened the statewide public vote for the constitutional referendum on December 1, 2025. After three consecutive days, the Department of Justice was supposed to certify and publicly announce the referendum results on Thursday, December 4, 2025. However, the voting had to be restarted on December 2, 2025 because of a "poll error"--with Justice Murray Falconer reminding the public that the Chumash vote ends on December 6, 2025. In a state announcement on December 8, 2025, Blaine County Mayor Dawn Hearte announced that Chumash successfully became a part of Blaine County with a vote of 89 YES and 32 NO. In November 2025, Mayors Dawn Hearte and Charles Danger approved an amendment to the "Civil Service Act", "Article 3.2 Succession Protocol"--which changed how a county Mayor is replaced if their office is vacated. The Succession Protocol mandated a special election held within seven days for the public to vote in a new Mayor (unless a regularly scheduled election was already going to happen within ten days or less). Not long after in the Department of Justice's emergency town hall meeting on December 3, 2025 inside of Davis City Hall, Justice Nathaniel Greyson announced that Los Santos County Mayor Charles Danger fled the State yesterday due to an investigation by the San Andreas State Marshals, that the DoJ vacated the position of Los Santos County Mayor, and that a new mayoral election will be held in accordance with the Succession Protocol in the recently legislated "Civil Service Act". The emergency special election ballots to vote for a new interim Los Santos County Mayor opened on December 7, 2025 with a record-shattering total of 16 candidates, and closed on December 14, 2025 at 4pm PST. At the Galileo Observatory on December 15, 2025, Justice Sean Danielson announced Denzel Wallace as the special election winner and new interim Mayor of Los Santos County to finish out the current term. Afterward, Justice Nathaniel Greyson announced the opening of nominations for a new Chief Justice and swore Denzel into office. Brittany Angel was officially elected Chief Justice on December 31, 2025 over the other two nominees Nathaniel Greyson and Sean Danielson. Justice Nathaniel Greyson resigned. During Chief of Police Kyle Pred's suspension, his Assistant Chief Matt Dark-Rhodes filled in as the interim CoP pending the result of the criminal case pushed by Marshal Skyler Sparks. Mayor Denzel fired Pred when he was found guilty of Criminal Threats, Unlawful Imprisonment, Felony Trespassing, Battery of a Government Employee, and Felony Authority Felony Offenses on January 12, 2026. Mayor Denzel then officially appointed Matt Dark-Rhodes as the new Chief of Police. |
