Maximillian Angel served as the 10th and final Mayor of Los Santos, before he was impeached and the government collapsed due to the devastation of the Sanguine Isle war. He previously served as the Deputy Mayor for both Lang Buddha and Andi Jones. About three days after Max was hired as Lang's Deputy Mayor, Commandant Yeager Demonblood offered Max a position as his right-hand man to govern Sanguine Isle. Max chose to wait until his tenure as Deputy Mayor ended before considering the offer, but then instead accepted a new position in Cerberus as their Director of Support (and later as a Task Force Head for AEGIS). Max currently works as the CEO of the Liquid Library, Hero Wine, and Oni Parts. He was also formerly a news reporter for LSBN.
He's a very nervous man and usually gets picked on by some of the criminals of Los Santos, particularly Mike Block. He was once drafted into the Blocks against his own will, earning the nickname B.P. (British Pussy) Block.

In the fallout of the Sanguine Isle war that irradiated the island, Mayor Max, Deputy Mayor Etta Hawthorne, and Deputy Mayor Cydney Lune conferred with "Survivor: Blood vs. Water" winner Edgar Del Castillo and his cousin Cesar Delgado on October 20, 2023 about approving former Mayor Sabith "Bunny" Cohen's business proposal for their "environmental protection agency" Fellowship Enterprises. Edgar admitted that in addition to research of irradiated mushrooms on Los Santos, he wanted to decontaminate the radiation on Sanguine Isle. The meeting went badly due to a dispute over agency, qualifications, evidence of irradiated mushrooms, transparency, and the treason charge for anyone visiting Sanguine Isle. After finding out that Chief Justice Alan Crane considered Sanguine Isle off-limits, Game Warden Tessa Lamb told Etta that she didn't want anything to do with Edgar's project. Max also conducted his own investigation (which included confirmation from Jenny Hall that the PD had locked up radioactive samples they had legally extracted from Sanguine Isle) and leaned toward denying the business proposal citing red flags and wanting the San Andreas State Park Rangers' blessing for it. In a meeting with Max, Nexus Pharmaceuticals medical researcher Dahlia Fey clarified her ongoing study of the irradiated mushrooms that appeared in Los Santos after the Sanguine war, whether the radiation on Sanguine Isle is leaking to San Andreas, and Nexus' possible interest in making radiation pills. On October 24, 2023 in the Mayor's Office, Max counterproposed to Dahlia and Bunny that both Edgar and Cesar work at Nexus for a month to earn credentials, that the project fall under government oversight, e.g., AEGIS, and that Crane be the one to approve or disapprove it. Bunny and Edgar finally convinced Game Warden Tessa and Ranger Sgt. Jeffrey Bundy to approve Fellowship Enterprises on behalf of the Rangers--but afterward, Solomon Walker betrayed Edgar so that Sanguinians TJ Walker and Johnny Divine could give Edgar one last look at Sanguine Isle before shooting him down. Later, Max denied Bunny's business proposal on the basis that government officials should handle ecological issues rather than civilians. |

  On November 16, 2023, Cuddles Fish contacted Mayor Max and received his approval for a PD-sanctioned "art project" where he helped the Goon School plant and water approximately 675 marijuana plants at the ULSA campus soccer field in order to spell out the word "GOONS". Although Sgt. Neil McReal and Cpl. Minerva Maat had approved the project, the Department of Justice had not been notified. The UPD were tasked with destroying the marijuana plants within 24 hours after completion. But on November 21, 2023, Lapis La'pus got caught with marijuana and seeds for the same weed strain from the university, "Dynamite-Crocodile-Cocopuff". The Paleto Bay Sheriff's Office began investigating this "massive drug operation" and all of the accomplices to it. The police interrogated Mayor Max and subpoenaed his phone records. Max mostly worried that if he were impeached, his Deputy Mayors would be disqualified from the Mayor's Office too. Sgt. Louis Bloom, Deputy Stephanie Meyer, and Assistant State Attorney Samantha Sanders charged Mayor Max with accomplice to drug trafficking (5 years in prison with a $750,000 fine), and charged Sgt. Neil and Cpl. Minerva with accessory to drug trafficking (4 years in prison with a $500,000 fine). Co-defendants Lapis and Cuddles were charged with drug trafficking (6 years in prison with a $1,000,000 fine) and accomplice to drug trafficking (5 years in prison with a $750,000 fine), respectively. The PBSO filed for the immediate impeachment and dismissal from office of Mayor Max (and disqualification from future office), on the grounds of "Criminal Conviction" from the Articles of Impeachment. But Senior Judge Serge Cross stated that they wait for the other trial to happen first. On December 7, 2023, Justice Norman Adams presided over the trial with Grace Daniels as the defense attorney, and Sgt. Louis Bloom and Deputy Stephanie Meyer as the prosecutors. Judge Adams acquitted all defendants of drug trafficking, and acquitted Cpl. Minerva of all charges. However, Judge Adams ruled Mayor Max, Cuddles, Lapis, Sgt. Neil guilty of cultivation of marijuana. Judge Adams also ruled that Mayor Max serve an enhanced sentence of 2 years in Bolingbroke Penitentiary, saying he should've known better. According to LSBN, Max was impeached from the Mayor's Office on December 11, 2023. |
