Kevin Ram is a member of Gulag Gang and the former CEO of Vultur Lé Culturé Imports. He is one of the most prolific and successful businessman and car salesmen in Los Santos, once building an empire at VLC Imports under Ramee El-Rahman, while also being a salesman for Premium Deluxe Motorsport.

In late 2022, after making millions throughout the year via legal means, Kevin became bored of only focusing his life on his business career and sought to dive into a life of crime. After his then-boss Ramee failed to adequately satisfy Kevin's increasing desire to become a criminal, he took up an offer by Gulag Gang leader Marty Banks to join his gang, a move Ramee saw as a personal betrayal.

He called Tommy Tate and told him that he wanted to do criminal stuff now when he lost his second election. He asked if Tommy wanted to do a store with him, but at the time, Tommy was busy with other things. He ended up robbing a convenience store up in Paleto without cops showing.
