Ka Chao is a Ranger for the San Andreas State Park Rangers, Badge #224.
Personality[]
Ka is most well-known for his shy and quiet personality, often accepting the mishaps that happen to him. He has been told by countless other officers to raise his voice or to assert dominance but Chao maintains his innocent persona.
He is known for hating showers and being fond of his own body odor.

Ka Chao first woke up months prior to applying for the PD. In his early days, he often went hunting with Ai Musori. During this time, Ka committed various illegal offences, ranging from minor traffic violations to drug running and robbery. During this time, Ka developed an addiction to Oxycotin (Oxy) and cleaned dirty money. |

Ka has stated that his reason for joining the PD was because he was constantly being taken hostage and that it makes him feel like he is making a difference. Thus, he applied and waited months, staying in his apartment until he heard back from P&T. Ka was offered an interview after a review of his application. He was interviewed by Emma Dupont, Anita May, Daisy Dukakis, Domenic Toretti, Lily Pond, Matthew Espinoz, and Kevin Keyte. Due to Ka's nervousness, scarediness, and lack of knowledge, the officers struggled to come to a decision. Toretti and Dupont were the major proponents to Ka's acceptance, with Dupont stating that Ka reminded her of Toretti when he was a cadet and Toretti seeing Ka as a passion project that could be exciting as he is moldable. After multiple shots fired, books being thrown, and screaming, Ka was accepted into the Unified Police Department/3.0 as a Cadet, pending a physical evaluation. Ka's physical was administered, with him passing the exam. For the endurance test, where Ka was supposed to run up a mountain to test his physical capabilities, Ka listened carefully to the instructions. The rules were that there were no rules, and therefore, Ka immediately sprinted to the instructor's car upon the timer being started and drove up the mountain, beating everyone to the top by a wide margin. Ka Chao, with the excitement of being hired, quickly began training with various Field Training Officers (FTOs). With onboarding done by Lily Pond and Claire Everly, Chao dived headfirst into his new role as a public servant. Starting off with limited knowledge and skills, Chao filled in these gaps with the help of FTOs such as John Spartan, Selena Mendoza, Mina Price, Lydia Vale, Rustin Cooper, and Silas Grimmer among others. Ka started off in poor physical condition, often running slower than everyone else in foot pursuits. Learning that he "cheated" on his physical exam, Gage Draider took particular care in making sure Ka improved his physique. Throughout his FTO shift, Ka completed various workouts, often struggling to complete two sequential pullups. By the end of the shift, Ka had become significantly more fit, having the endurance and strength to chase suspects at a normal pace. He accomplished his first push-up weeks later in front of Claire Everly, who was shocked by what she saw. When working on a case with other officers, Ka found a useful role when the force attempted to set up a sting operation to catch Juan Carlos II. Knowing Ka was a relatively new officer, others petitioned him to set up a meeting as the criminals of Los Santos have yet to become antiquated to his voice. Chao performed a "grinder voice" to the surprise of everyone around, however this attempt was not successful in luring Juan Carlos. Days later Chao would assist Randy Wrangler in setting up a sting using his civilian connections to Scruffy Doodle, successfully busting the first VIN scratch dealer scamming civilians. Chao worked through the rest of the case, taking interest in detective and interrogation work. Ka stated that he felt particularly good about the case due to Juan Carlos scamming unsuspecting people and ruining people's records. Throughout his time as a cadet, Ka would typically end his shifts by popping pills of Oxycontin from the MRPD evidence locker. This was due to Ka's past drug dealing before being hired as a cadet. With a baseline of one pill, Ka would change the amounts based on the shift. On one particularly difficult shift involving many shootings and car crashes, as well as some failed traffic stops, Ka took 3 pills. Towards the end of his cadet phase, Ka stopped visiting the evidence locker at the end of his shifts, slowly weaning off his addiction. He received his signoffs from Detectives Jeffrey Bundy (with the help of Raid: Shadow Legends) and Daisy Dukakis, becoming a Solo Cadet, Badge #624 on December 21st, 2021. |
Crystal-Ka Relationship | ||||

Ka and Crystal Clear are friends, both being cadets and receiving their solo certifications around the same time. They often worked in tandem, often noted by other officers. Their relationship and interactions can best be summarized as those of little children. The first incident occurred when Ka and Crystal were having some gossip over illegal activities in the MRPD Sector A motorpool. They discussed Cleo Shaw supposedly driving an unmarked PD Charger despite only being a Solo Cadet without authorization. The conversation then shifted to other activities, with Chao confessing to Crystal of taking "some things" out of the evidence lockers. Crystal then realized her GoPixel body camera was still active. Going to the bathroom to destroy it, Crystal covered the camera and slashed it with a dagger. After realizing it was still transmitting, Chao retrieved a jackhammer and drilled the camera into pieces inside the showers. This event was misconstrued to Chao and Crystal "drilling in the showers," without the context. Word of this incident slowly spread around the PD, with Crystal's mother threatening Chao. The second misinterpreted incident occurred at the shooting range in MRPD, with Crystal accidentally shooting Chao. Chao received medical attention and luckily only suffered temporary injuries, however, to get aid, he had to alert authorities. With Trooper Snow, PD Dispatch, and EMS all aware that Chao got shot, suspicion soon fell onto Crystal as she was concerned and nervous about Chao but was acting off. Youjimaru Takimura extrapolated that Crystal had called to disregard shots fired at MRPD and further pushed the narrative that Crystal shot Chao. At a PD meeting days later, Crystal and Chao stood near the back and exchanged notes with each other. In them, Crystal explained how she was scared of others figuring out what had happened, from the "drilling in the showers" to the "banging in the shooting range." Chao sought to calm her, stating he would not tell anyone.
Crystal confronted Ka in the motorpool, telling him not to drop the notes again. When returning the notes via glovebox in Ka's CVPI, Crystal noticed a NoFans book that someone had placed in his car. Crystal looked into the book, seeing a nude drawing of Claire Everly, Crystal's mother. Crystal confronted Ka, calling him a criminal and disgusting. Crystal put the notes in the glovebox but kept the book, stating that she would show her mother. Ka resumed normal patrol after that encounter. In an active situation later that shift, Ka lost his CVPI, with Serge Cross and Jenny Hall rescuing it. They noticed the notes in the glovebox and read them. Cross later called Ka to state that he saw what was in his glovebox and that he was keeping an eye on him. Later, when picking up Amber Gold from a court case, Cross and Jenny stopped by Ka, who was in his parked CVPI. After dropping off Amber hinting that there was interesting stuff in the glovebox, they sped off. Amber then read and took photos of the notes, ignoring the pleas from Ka to stop and leave. Amber then ran off, with Ka chasing after her upon realizing that she had taken photos on her phone. During the pursuit, Ka tased and ran into Amber with his vehicle, however, decided to end it after Amber had successfully made it back to MRPD. Ka went back to the locations of the hit and run and tasing, cleaning up the evidence. During this time, Amber contacted Sam Baas about Ka trying to "kill her" and Olivia Copper to start an IA investigation. Ka later confronted Amber in the locker room of MRPD, handcuffing her and taking her phone. He deleted the photos and released her, however, she claimed to have them backed up on the cloud. At the next PD meeting, Ka and Crystal sat next to each other, once again exchanging notes. When passing notes, Crystal accidentally passed the wrong note from an earlier active scene at Burger Shot. Ka then accidentally passed another wrong note to Crystal, from Jessie Dallas, a PD Tow worker.
Officer Jones noticed that Ka was walking around MRPD looking upset, with Ka just stating that he "made Ms. Crystal upset." Jones followed up and located Crystal, confronting her asking what happened. Crystal explained that they exchanged the wrong notes and about their two past incidents of drilling in the showers and banging in the shooting range. After Crystal showed him the letter from Jessie Dallas, Jones sought to help her out, using his detective skills to look into Jessie Dallas. Crystal revealed more context of the story, with Jones realizing that it was actual drilling and shooting. Being frustrated, Crystal vented and explained the story to multiple people, including Claire Everly and Candice DeFitt. Both recognized that Crystal was jealous of Jessie, advocating that she fight and pursue her passion. When asked about her eye from other members of the PD, Crystal said that Jessie Dallas did it without any context. Most responded by pulling out their guns and saying that it would be taken care of, with Crystal even stating at one point that she wishes something would happen to Jessie. Crystal's negative sentiment towards Jessie further developed after hitching a ride from a cab driver who asked for Crystal's advice, showing her a note from Jessie Dallas.
When tending to a 31-A, Ka visited Crystal to assist. Talking in their parked CVPIs on the road, Ka accidentally reversed, killing a local behind his car. Ka panicked and explained it as the man just taking a nap, however, Crystal insisted they dispose of the body. As Ka pulled the body out of the car and placed it into a swimming pool, Crystal took incriminating photographs. After Ka called her out, she fled in her CVPI, with Ka in pursuit. Pushing Crystal into an area with only one exit blocked by Ka, he issued an ultimatum: delete the photographs or he doesn't want to be friends. Crystal responded by pulling around his car, saying they were never friends, leaving Ka alone. Crystal continued to stay away and avoid Ka, refusing to tell Ka why she was upset at him. In the PD meeting, despite there being an empty seat next to Ka, Crystal opted to stand instead. Continuing to tell others, Crystal finally spilled the beans to Sheriff Kyle Pred. Despite Crystal's pleas, Pred announced over radio to congratulate Ka Chao, however, Crystal quickly clarified the situation, explaining they were drilling a GoPixel Camera. After this point, the truth came out to more officers, including Candice DeFitt. Ka confronted Crystal after this, being scared about losing his job and other's accusations that they were having intimate relations. After an intense conversation, Ka and Crystal decided to go do work alone, on better terms than before with Ka wishing her good luck on her work. At the next meeting Ka tried to sit next to Crystal, but was ordered to sit somewhere else by Mike Bayo. During the meeting, Ka and Crystal both noticed that Raycardo Flick had gotten his head shaved by Bayo. Like children, Crystal and Ka both messed around and pointed at him, mocking his lack of hair. After the meeting, Ka suggested they rub Raybaldo's scalp to get good luck to catch thieves at 31-As, with Crystal and Ka bullying Ray. Their playful doubleteam bullying switched quickly after everyone left and Ka implored Crystal to have a conversation with him. Ka stated that he handed over the wrong note, with Crystal reluctantly producing the Jessie Dallas note. Angry, Crystal gave the note back and stormed off. Ka chased after her, and after making a show of throwing the note into the trash, approached her to apologize and explain. Ka said he would make it up to her and help her whenever she needed it and that Jessie had randomly run up to his car and placed the note in it. This conversation was promptly interrupted by Shane Jones, who mediated the process and sought to protect Crystal. Crystal and Ka seemed to have partly made up after this, with Crystal and Ka working side by side in a Bay City Bank robbery. Ka attempted to stay away from Jessie Dallas due to Crystal, driving past her saying to stay away from him and to not talk to him. Confused, Jessie asked why, not receiving a response. At a later scene, where Ka called PD Tow, Jessie picked up. Ka responded that he called the wrong number and hung up, however, Jessie ended up showing up to the scene after another tow driver was loading the vehicle. In an awkward situation, Ka bailed out using an excuse of nonexistent 77s calls. As he escorted the tow with the car, Jessie followed behind. After reaching to tow yard, Ka drove away quickly to prevent any contact with Jessie. When Ka was leaving the motorpool later, Jessie stood there with a massive stop sign, demanding to know why Ka was pushing her away so suddenly. Jessie hopped into his car, placing a note in the glovebox as a way to circumnavigate Ka's no talking demand. Ka drove off after she left, not checking his glovebox or reading the note. In an active situation after multiple hard crashes, Ka's CVPI was found abandoned by Mike Bayo. Believing that Ka might have been kidnapped or in danger, Bayo checked the car, finding the notes in the glovebox. Initially thinking it might be a ransom note, Bayo read the three leaked Crystal notes about being scared about the drilling and banging stories spreading and the note from Jessie Dallas. Bayo launched an IA investigation into the notes, first interrogating Jessie Dallas. Jessie admitted to writing the first note to Ka Chao but was unsure, stating that Ka stated to never contact him again. By pure happenstance, Crystal was walking by as he wrapped up his conversation with Jessie, with Bayo asking if Crystal knew anything about the notes. Crystal, shocked, unconvincingly denied any knowledge relating to them while asking where he got them from. Jessie joined the conversation soon, revealing that Crystal disliked Jessie. This raised more suspicions with Bayo, who further referenced officially forwarding a report to Internal Affairs. Bayo throughout the investigation showed the notes to multiple other colleagues, including members of the High Value Target Unit who were intrigued about the usage of the shooting range as it is HVTU's office space and Matthew Espinoz, who reiterated the "no booty on duty" rule. The next shift, Jessie Dallas ran into Ka Chao before he could reach MRPD, asking once again why he refused to talk but also revealing to him that there was now an ongoing IA investigation into the Crystal-Ka relationship. Ka became concerned and attended the meeting very distracted. After the meeting, Bayo pulled Ka aside, confronting him with the notes. Ka stated that the notes were fiction and were written as bullet points for a book, and that he was not interested in Jessie Dallas. Bayo decided to search Ka's person after grilling him, finding another note. This note was passed to Ka from Crystal with an incriminating photograph from Ka killing a local at Crystal's 10-31A. Bayo questioned Ka, with Ka stating that they were pulling him out of his vehicle because he was noncompliant and they suspected the local was napping, but that they realized he passed away. Bayo siezed the notes and sent him back on duty pending investigation. He showed the notes to Jack Davenport on the way out, noting the image with both Crystal and Ka ripping a person out of a car. Following this discovery in addition to the other notes, Bayo opened an official Internal Affairs investigation into Ka Chao and Crystal Clear.
Meeting up with Crystal alone at a 10-31A, Ka sought to talk about the new developments in the case. Ka told Crystal that an official IA investigation had been started and the notes submitted. Believing that there was a high probability that he would be fired, Ka and Crystal had a heart to heart, with Crystal trying to assure him that he would be alright. However, Ka had completely accepted his fate, having cried it out earlier. Ka told Crystal that he appreciated his time with her, and that he had gotten to go fast as a police officer. He contemplated the unknown future, imagining a hypothetical where he would break into houses and Crystal would catch him. Crystal rejected this possibility, stating that he was a cop. Ka responded by saying that he was just speed, that he had the experience, and that it was good enough for him. Ka left wishing her good luck and that it was nice seeing her, with Crystal responding that they will meet again in the future. Later in the MRPD motorpool Ka remembered that Jessie had placed a note into his glovebox that was seized by Bayo before he could read it. Not knowing what the contents of the note was, Ka sought to find out without wanting to directly speak to Jessie. He located her outside MRPD by a set of bushes. Pretending to talk to the bush, Ka indirectly spoke to Jessie. After finding out the contents of the note was mostly harmless to the investigation and did not change any views that Bayo could have, Ka ran back to his vehicle, ignoring questions from Jessie about the other notes in the glovebox. Jessie ran after and confronted him, demanding answers as she did not want to be wrapped up into something she was uninvolved in. As Jessie was confronting Ka, Crystal coincidentally was walking by. Overhearing Jessie revealing that Sai Carter wants to kill her, Crystal joined the conversation, passively aggressively offering to help her with a disguise. Ka backed away from this conversation, opting to hide in MRPD away from the two women. With an impending IA case and conflict, Ka went to the evidence locker of MRPD, stealing a pill of oxy for the first time since receiving his solo certification. As he debated taking it, Ka signed off duty and ran into Crystal in the locker room. Staring her in the eye, Ka popped his first pill of oxy in a long time, said he'll see her later, and left the PD for the day. This is a callback to one of the reasons the entire note situation began, with Ka admitting to Crystal his oxy addiction and thefts which led to the drilling in the showers. |
