Personality[]
Jessica is an attractive, popular and sociable woman, but behind her outgoing demeanor she has pangs of insecurity. She is very open and accepting: while many of her friends are law-abiding civilians or members of the police or EMS, she also maintains friendships with people who engage in criminal activities. She’s fine with that, as long as they keep her out of it. Her only personal infractions have been traffic-related, but let’s face it: nobody drives the speed limit or waits for traffic lights to change in Los Santos. Although she started out in San Andreas as a naïve small town girl, she has quickly adapted to become stronger and more self-reliant, although she still has many self-doubts. She is a quick learner and it doesn’t take her long to figure out what’s going on around her, and she’s good at coming up with plans.
Jess is a steadfast and devoted friend, sometimes to her own detriment, as people can take advantage of her good nature. Since moving to Los Santos from her small hometown she has made many friends and acquaintances, and has also had several love affairs, but she has also experienced heartbreak. She doesn’t fall in love easily, but when she does she throws herself wholeheartedly into the relationship. Her open-mindedness and desire to be loved has led her to make some unfortunate dating decisions in the city, but she always holds out hope that her next love interest will be “the one.”
History[]
Jessica was born and raised in Dogtown, a tiny town nowhere near a major city or anywhere of particular interest. She spent her childhood playing in her family's overgrown yard, with the same group of friends from preschool through graduation. Her family wasn't well off but they also weren't poor, and, being an only child, she usually got whatever she wanted, as much as one could in small-town America. But ever since she was little, she knew she would leave all of it behind to hit a big city to seek fame and fortune.
That had always been Jessica’s dream, to see her name in lights, or glitter, or... something. She wanted to be known by her peers and recognized for her achievements, and in the age of technology she knew she could do it any way she pleased and decided her best bet might be through influencing. After finishing her (parental required) four years of basic university, she decided Los Santos was the perfect place for her to start. She studied up on her celebrities, begged a car off her parents, bought herself a new phone, and headed off to find her own apartment - and her own voice in the world.
Time in Los Santos[]
With Los Santos lacking a substantial influencer community, Jessica originally planned to fill that gap by starting a blog and Instagram documenting her time in the city. Being practical and knowing this was unlikely to pay the bills straight away, she got a job as a bartender at the Mirror Park Tavern.
Jessica’s life changed forever when she met Dr. Noah Drake. Although she disliked Drake to start with, she took the time to get to know him and learned he was really the opposite of the brash, excessively confident man he appeared to be around others. They talked a lot about themselves and their goals in the city. At the time Drake was on hiatus from Pillbox and was working for LSBN. He believed in her dream to become famous, and helped establish her a position at LSBN.
As they continued to work together, Drake told her about his dreams to open an alternative hospital/pharmacy. Jess had become his closest confidante, and he invited her to be part of his hospital once he had it established. Jess loved the idea but, having no prior experience in the medical field, she decided to apply for the Emergency Medical Services while she waited for Noah to get his dream established. Before Drake could achieve his dream, emergencies outside the city drew him away; he returned to his hometown with no intention of returning to Los Santos. Jess found she was happy where she was, and EMS became her main job and career focus. Her dedication was rewarded by advancement through the ranks to her current level of Lieutenant.
Jessica stepped out of her comfort zone once again in service to the citizens of Los Santos when her cousin, Emma Gaine, decided to run for mayor. Jess agreed to become one of her deputy mayors. Working in the Mayor’s office, she learned, is a busy, potentially dangerous and frequently thankless job. Despite initially thinking she would only serve one term, Emma decided to run again and easily won a second term. Jessica remains Deputy Mayor but has become increasingly concerned with Emma’s behavior, activities and state of mind during the second term. After her term as Deputy Mayor, Jessica became a city clerk.
Jessica’s good friend Felix Volk took a job as Head of Marketing at the Diamond Casino Hotel in November 2021, and shortly after this he offered her the opportunity to join his marketing team. After careful consideration, she agreed. Jessica’s hard work for the hotel did not go unnoticed and, after Felix committed treason and stopped actively working for the hotel, CEO Bunny Sabith Cohen offered her the position of Head of Operations.
Jessica operates her own company, Branded, which creates custom banners and products for other vendors. She also enjoys beekeeping; she sells the wax her bees produce to Plan Bee.

| Isaac Wagner |

| Jessica initially met Isaac, Felix’s friend and business partner, in November 2021. Almost immediately after they met he left the city for a few months, returning in February 2022. They rekindled their friendship and he became another of her “adopted brothers” while Felix was out of the city. He began to feel more emotionally connected to Jessica in March after she fell down a mountain while they were out hunting together, and she had to be hospitalized. He also proved to be a great source of support to her while she was being menaced by the GameMaster. Their friendship deepened, and in early May they became “friends with benefits” on a non-exclusive basis. However, Isaac quickly began to feel more strongly, and Jessica also began to believe their relationship was moving to a different level. After a couple of weeks of being FWB, Isaac suggested they move in together and make their relationship official, and Jessica agreed. The two have been very happy since. Isaac is a very calm and emotionally mature man, treats her well and does not speak sarcastically to her, in marked contrast to some of her previous boyfriends. |

| Jessica met Serge Cross in a meeting with the Pillbox Medical Board of Directors and Senior Attendings to which she had been invited by Alex Blake. Blake knew she had the best grasp on the strained relations between EMS and doctors at the time (some of which was due to the doctors giving Blake shit for appearing to be dating Jess) and asked her to step in to explain it to those who didn’t understand. Cross and Jannetty grilled her and tried to get her to falter. She didn't, and Blake explained afterwards how impressed Cross was she was able to stand her ground against them. Cross later reached out for a couple of written statements and they continued to talk casually.
As a doctor and lawyer, and having just joined PD, Cross became a resource for Jess to turn to when she had questions or needed to vent about doctor politics. She came to trust Cross with most of her goings on, but that trust was broken when a misunderstanding led her to believe she was in questionable legal standing, which also strained her already failing relationship with Glass. Her legal advisor, Anna Swallows, suggested she not reach out to Cross at all, and she took the message seriously (partly for legal reasons, and partly because she felt as though her trust had been thoroughly betrayed) for over a month. Jess finally reached out to Cross very cautiously; he explained the misunderstanding and said it was not his intention to push her away. They returned to casually talking and hanging out but, both being natural flirts, the interactions continued to escalate the more time they spent together, and finally they established there was definitely an attraction - both sexually and emotionally - between them, but they were both too stubborn to actually initiate anything. On the day Jessica became Deputy Mayor in her cousin Emma Gaine’s administration, Cross called her to say he could not continue a relationship with her, citing conflict of interest as he had been investigating the Mayor’s office under Abdul and was continuing to look into it. Although Cross suggested they might have a relationship when her term as DM ended, when the time came they continued to do little more than tease and antagonize each other. They continued, however, to work very closely at court and with their business, Cross & Shield, and he has often suggested his attraction to her has continued. |

| Jess met Glass at a scene she was filming for LSBN. She had come from the beach and was in her bikini. They flirted the entire time, and afterwards Jess let her friend Stacey Doyle know she was interested in him. Stacey passed Jess's number on to Glass, and he called and asked her on a date. They went on a few dates and them he told her he was serial dating. Jess told him that was ok, they weren’t exclusive, as long as he was honest about it. She asked him to let her know as soon as he thought he might be getting serious with somebody else, and he agreed.
After he disappeared for two months, she casually dated a couple of other men (including Dallas Greed). When he returned she confronted Glass about not being able to do the open relationship thing and wanting to break up, but he surprised her by suggesting they make their relationship official. They dated exclusively for a bit, but it was strained most of the time - he wasn't willing to give her the attention she needed or deserved. The relationship ended when Cross asked Jess for a favor - from the outside this looked as though she might be interfering with an investigation. Glass told her he didn’t trust her (citing her news connections), even after it was cleared up, and they both admitted it hadn't been working out for a while and broke up. |

| While Glass was away Jessica began seeing Dallas, who has been a consistent fishing partner before he decided to ask her out. They ended up spending most of their time together for a couple of weeks. Jess was truthful with him from the beginning that she wasn't looking for anything serious, because her heart was somewhere else. For a time Dallas was okay with their just having a fun fling, but he eventually developed deeper feelings for her (and Jess in turn had feelings for him). He told her he couldn't continue to see her casually, especially since Glass had returned to the city. After the breakup they tried to remain friends, but their relationship has been strained since then. |

They had a great time, except she was also clocked in to the news, and when some interesting pings came in she expressed a desire to chase them. | Jess met Nikita through a mutual friend, Gus Augusta Carlin. He thought she was really pretty and, with Moosebeard's assistance, asked her on a date. They dated for a while, hanging out pretty constantly around their work, but she began hearing rumours he was trying to get with other women. She finally received evidence of this, coincidentally on the same day she fired her gun on Rooster's property. Nikita used this as an excuse that she was “a bad image for him at his job,” and dumped her for it. |

| Jessica became close friends with Alex Blake through working together at Pillbox Medical Center. They purchased a house on Beachside Avenue and maintained a somewhat prickly friendship as roommates. Alex at one point decided he wanted to be more than just friends, which strained their relationship. Blake has a very depressive and jaded personality due to events in his past, which sharply contrasts and often clashes with Jessica’s wholesome optimism. She characterized their relationship to being like that of Sarah and her brother in “Love Actually,” where she was constantly providing him with emotional support and advice and he would do nothing to change or improve. They began to frequently clash about his “victim of circumstance” mentality and eventually fought to the point where he demanded she leave their home, in December 2021. In the intervening time they have regained a sense of friendship, notably since he began a relationship with Eryn Carter, but will likely never be as close again. |

Although she directly reported to Dillon Dubbs she was more attracted to Felix’s personality and sense of humor and the two started socializing outside of work. After he quit LSBN they continued to be close friends, and came to care deeply for each other. As her erstwhile “older brother” Felix acted as her confidante, protector and advisor, and she in turn learned to trust him completely (while tolerating his criminal activities). Their relationship was heavily strained when he committed treason as a mercenary in the battle of the People's Republic of Sandy Shores, but she decided to forgive him after the death of her friend Addie Devangari. They formerly owned a North Rockford Drive mansion together, but agreed to sell it in April 2022. Although he is frequently out of the city she continues to love her “big brother” unconditionally. |

| Jessica became very close to Noah Drake when he was working at LSBN and helped her get an internship there. They spent a lot of time together discussing their many shared dreams and aspirations, and Jessica happily hitched her wagon to his star. He was her “endgame.” However, her “happily-ever-after” dreams were cut short when he suddenly left Los Santos to travel back to his hometown to deal with family emergencies, never to return. Noah basically left a large hole in Jessica’s tender heart, that took a lot of time to fill. |
