Jeffrey Bundy is a character role-played by OccamsSabre.

General Description[]

Jeffrey Bundy is a Ranger Sergeant for the San Andreas State Park Rangers, Badge #251.

He was previously the Assistant Chief of Police for the Vinewood Police Department, Badge #451, and the Founder and one of the Chief of Detectives for the Street Crimes Unit, and before that was a Dispatch FTO for the Los Santos Police Dispatch, call-sign Delta-5.

Personality[]

Bundy is known for keeping a cool head at all times. He can easily lead a situation and keep an overview, even though he has no problems stepping back and letting others lead. During his time in High Command, he had always had an open ear for the problems of other officers, becoming known as the "Shift 2 Dad." He is very good at writing reports, collecting evidence, and winning court cases. He also loves responding to random 911 calls.

In his personal life, Bundy has lived with immense darkness and has overcome many struggles. He is extremely protective and stands up for the ones he loves. He would be the one staying aboard the ship to steward people to safety as it sank.

Bundy usually keeps a positive rapport with everyone he meets, whether a civilian or a criminal. As such, he has earned the respect of some of the largest criminals in the city as a Police Officer, such as the leaders of Chang Gang, Natural Born Crackheads, and The Stable, as well as many citizens across San Andreas, from business owners to fast food workers.

Although those that do not know him think he is very serious in demeanor, Bundy is often playful, and petty. He enjoys pulling pranks, especially on the clowns, or on the elderly menaces of the city. Bundy has come to accept that no matter what he does, he will be heavily criticized; so he does what he wants, with little to no care of what others think of him.

Since no longer being under the crushing weight of High Command, Bundy has fully let loose and has become unhinged and unfiltered, meaning he no longer has to be careful with his words or playing politics with others.

Background Information[]

Born and raised in Virginia, Jeffrey Bundy regularly scored C's and D's during his high school years, and he didn't have many options upon graduation. He eventually managed to secure employment in the government in Liberty City. He first worked as a Fireman from 2012 to 2014, then as a Police Dispatcher until 2018, where he was then hired to the Police Department, and worked his way up to the rank of Captain.

During his time as Captain, Bundy, along with most other commanding members of the police force, were notorious for taking bribes from criminals, scamming money off the top of drug busts, and taking advantage of the pimps they arrested. During this time, Bundy's younger brother, Johnny, wanted to imitate him. As the self-described "fuck-up" of the family, Bundy saw that his "shining star" brother, who excelled throughout his school years, wanted to follow in his footsteps and join the Police Department as well. Bundy pulled a few strings on behalf of his brother, and Johnny passed his Academy with flying colors, though he was more proficient with academics than practicals.

One day, Bundy led a SWAT operation on a notorious trap house (or "crack den") after his brother learned of their existence. Having beat down and detained the suspects surrounding the house, the SWAT team ripped up the floorboards and turned the house upside-down in search of illegal drugs. Upon searching the back room, they realized that the wall was false and tore it down, revealing heaps of paper cash. The $800,000 that was found was loaded into a large sack and instructed, by Bundy, to be carried out to the car by his younger brother. One of the apprehended suspects, however, saw his brother carrying the money out, and spread this throughout the gang.

Unbeknownst to his brother, the trap house was well known throughout the criminal underground, with many police officers receiving bribes to look the other way. Some time after the raid, Bundy's brother was sitting in his police cruiser at a traffic stop when members of the same gang pulled up beside him. Upon identifying him, the owners of the trap house shot him. He was pronounced dead on scene, and buried three days later.

Since it was Bundy's call for his brother to have carried out that money, and his decision to follow his brother's lead, Bundy blamed himself. Riddled with guilt, Bundy went back to the trap house two days after the funeral, and found the man who had witnessed his brother on the day of the raid, and who pulled the trigger five days before. With little thought, Bundy put a shotgun to his throat, and pulled the trigger. Emptying the entire shotgun, as well as half of his pistol magazine, Bundy executed three gang members before leaving, as vengeance for his brother.

An Internal Affairs investigation was launched, as well as an official investigation from the District Attorney's Office. Officially, it was ruled that Bundy's entry was unlawful, but based on a good-faith belief that there would be contraband located within. Unofficially, Bundy was faced with the choice of early retirement or prosecution. He was officially honorably discharged from the police department, with no criminal allegations pressed against him, and relocated back to Virginia.

Back in his hometown, Bundy fell further down a dark path and developed an addiction to drugs and alcohol. One day, he awoke and discovered his then girlfriend, dead, in their bed. She had overdosed sometime during the night while Bundy was too high and drunk to have realized or done anything about it. Overcome with grief once again, Bundy decided to turn his life around and later ventured to Los Santos in search of rejoining the police force again. Bundy promised himself he would do better, be better, and strive to be a good and moral Police Officer, like his younger brother once was.

2021  
Mr. 9  

Throughout the early months of 2021, a Serial Killer later identified as "Mr. 9" was leaving bodies across San Andreas. As a Dispatcher with plenty of time on his hands, Bundy took an interest in this case, curating reports and gathering as much information as he could on "Mr. 9," eventually leading to him contacting Bundy numerous times. Despite his passive role in the case, Bundy ended up being one of the main reasons "Mr. 9," aka Finn Harlow, was caught.

Harlow was charged with 5x 1st Degree Murder and 5x Unlawful Imprisonment. He was convicted on April 2nd, 2021, and was given the Death Penalty, despite Lead Investigator Daisy Dukakis pleading otherwise. Harlow was executed by Firing Squad at 2:19pm UTC on April 13th, 2021. Bundy, accompanied by Corrections Officers Dwayne Carter and Shane Jones, witnessed the event from the sidelines. Bundy notes Harlow as the first person he ever "legally murdered."

While never proven during his life, the Police Department has many theories that Finn Harlow was associated with the Infinity Killer namesake, tying him to even more bodies than he was convicted of.

The Murder of Basem Shahin  

On July 31st, 2021, Bundy and Ryan Wright responded to a call at the Chumash Pier. Upon arriving, they found the body of Basem Shahin. An autopsy showed that he had been shot at close range by an AK-47-style weapon. Upon announcing his death to the public, Wright recorded everyone who came to visit his body at the morgue, while Bundy cataloged his recent phone logs.

In the following days, Bundy would go on to subpoena the phone records of everyone recently contacted by Basem. While he lead the investigation around the time of his death, Sheriff Kyle Pred lead a parallel one on Shift 1, with the support of Jenny Hall, Amber Gold, and Kevin Keyte. Throughout their investigations, the detectives learned that Denzel Williams had some sort of control over Basem, requiring him to pay large sums of money regularly. In addition, Bundy learned from several witnesses at Ottos Autos, including Mila Smoak and James Arsenal, that Andi Jones had brought Basem in a couple of hours before his death, with his fingernails freshly ripped out. Bundy later learned from some Lifers at Bolingbroke Penitentiary that they were ripped out by Andi and Lars "Bjorn" Haverford.

With all of this information, the Police Force placed a 72-hour Investigative Hold on Andi and Bjorn, and conducted Search & Seizure Warrants on properties owned by Denzel and Andi. Unfortunately, no murder weapon was ever recovered, and no further leads were found.

By the end of the investigation, the only provable convictions to be made were that Andi and Bjorn ripped out Basem's fingernails shortly before his death, however Judge Devereaux had seen him alone after his portrayal at Ottos Autos. As the Police Force would only be able to charge them with Assault and Battery, an 8-month charge, they decided a sentence so light would be unfitting for such a serious case, and so no criminal convictions were ever made.

After the investigation concluded, Bundy campaigned for a new "Act of Torture" law to be established in the Penal Code, where the intent of harm (either physical or mental) is more extreme than a simple punch, as Assault is usually charged for.

In addition, Sheriff Pred recommended Bundy to lead the Unified Police Department's new Investigative Department, which was corroborated by Chief Sam Baas, ultimately leading to Bundy's promotion to Sergeant and the founding of the Street Crimes Unit.

Interviews:

The Murder of Namoi Kent  

On September 9th, 2021, Bundy and other officers responded to several 911 calls at Burger Shot, claiming "Mr. K and cohorts pulled out guns at the Burger Shot!" Upon arriving on scene, Bundy found the body of Namoi Kent behind the counter, with two gunshots to the head. A doctor was already on scene attempting to help, but she was dead. Upon interviewing the witnesses, including Burger Shot Workers Hubcap Jones, Tomathy Steampipe, Ursula Leichenberg, and Percy Perkins, Doctor Harlow Mathews, and Corrections Officers Connor Stubble and Jason Crowley, it was determined that Namoi was murdered over a customer not wanting to pay for two burgers. Despite the initial 911 Reports identifying the killer as Mr. Kebun, most witnesses were able to positively-identify Lang Buddha as the one to pull the trigger, accompanied by Tony Corleone.

After a raid was conducted on the Clean Manor in search of the murder weapon, Bundy held an interrogation with Mr. Buddha, in which he Plead the 5th and refused to give any comment. On September 24th, 2021, in the interest of keeping the witnesses at Burger Shot safe, a plea deal was offered for Second Degree Murder instead of First. After Buddha accepted, however, Judge Bailey refused to accept it, as Lead Prosecutor Arthur MacNee was an employee of the Rooster's Rest. It was decided that he, and anyone else who was working on the prosecution with him, were Conflicted, and therefore could not participate any further. To solve this issue, Bundy had Aaron Byson refile the plea deal, which was accepted.

In the midst of the investigation, several unexpected setbacks occurred. After the official autopsy was concluded, and Namoi's body was open for viewing, Mel Rickenbacker stole the body, claiming he was paid in cash by Tomathy. In addition, Mia Beyern and Zoey Marie both claimed to have committed the murder, despite knowing no details about even the murder weapon. In the end, however, Lang Buddha was charged, and accepted a plea deal for Second Degree Murder.

Raiding the HOA Warehouse  

After HOA members Kian Mercer and Lilith Ailhart were gunned down and robbed next to the warehouse of Mirror Park Tavern bartender Blanden Haster, the police recovered Kian's AK-47 from the robber. Bundy requested a search warrant and locked down Blanden's warehouse on the suspicion of gun trafficking. As Bundy staked out the warehouse, a masked Jesus Antonio Lopez Contreras risked a false flag scheme where he kidnapped Bundy, asked why the police had locked up "The Stable's" warehouse, and gunned him down. Meanwhile, to Bundy's amusement, Judge Crane denied the search warrant. Bundy amended the warrant accordingly, and Crane subsequently approved a raid of the locked up HOA warehouse. Bundy seized over 40 meth pillows from the warehouse, and Haster was charged with drug trafficking. Later, Bundy mused what the gunman had meant by "The Stable."

The Stable  

Not long after the warehouse incident, Bundy would turn his attention to the HOA warehouse's next-door neighbor, a warehouse owned by Diamond Casino Hotel CEO Sabith "Bunny" Cohen. On the night of November 9th, 2021, Bundy had searched for illegal firearms inside of Kirk Jerkems' apartment, and discovered three meth pillows of 51-rhinoceros stashed inside. Because Kirk, Abner Vaca, Xavier Valentine, and Felix Volk had accidentally obstructed the raid in Thomas Dwayne's car, the Street Crimes Unit (SCU) claimed reasonable suspicion that Thomas' Bahama Mamas West CEO Bunny might be storing the crew's illegal drugs inside of her warehouse. Detective Sexton Hardcastle staked out her warehouse for eight hours and one whole morning.

After subpoenaing the phone records and text messages of Kirk, Abner, Xavier, and Felix, Bundy discovered that Thomas had texted a logo for "The Stable" to Abner. He also discovered a text from Abner to Nancy Drew about whether she could ask her cop boyfriend Dante Wolf about Abner's arrest warrant. This made the SCU concerned that Dante could be informing for The Stable. On November 12th, 2021, Mackenzie Hayes responded to Odessa Glafx's emergency call that she had witnessed Dante getting ocean dumped.

With Dante hospitalized in the ICU with headshot wounds, Bundy, Shane Jones, and Sam Baas interrogated Nancy on the suspicion that she and The Stable had attempted to murder Dante. Hardcastle walked into the room behind the mirror to reveal that the police had just caught Kirk, Abner, Xavier, and Marie Ortiz in a 37A armored car drug run, but that the armored car had gotten away. Bundy surmised that the answers to both cases were locked inside of Nancy. Hardcastle lamented that the warehouse he had been watching was probably empty now, and saw no point in re-raiding Kirk, Abner, and Xavier so soon after their previous raid. Days later, Dante woke up from his coma and revealed to Hayes and Candice DeFitt that Lang Buddha was the culprit who had shot him and tried to ocean dump him.

As a consequence of the three seized 51-rhinoceros meth pillows, Kirk and Abner accepted Bundy's plea deal, and turned themselves in to Hardcastle and Hayes on November 21st, 2021. Kirk served three years in prison for Drug Trafficking, while Abner served two as an accomplice. Hardcastle finally saw the inside of the warehouse on January 18th, 2022, when Nancy Drew gave both him and Lily Pond a guided tour. It was full of honey and bee's wax for the legal business that Bunny and Nancy ran together, Plan Bee. Bundy never deciphered that Kirk's "9 more firecrackers" text to Nancy and the Stable Heads was actually a pillow countdown to The Stable's final meth run.

Impeaching The Mayor  

During the term of Mayor Abdul, several complaints were filed against his administration, including an unwillingness to provide necessary police budgets, a lack of transparency in sharing state funds, and a lack of availability/knowledge among the Deputy Mayors.

On November 14th, 2021, all of these issues came to light at a Town Hall run by Deputy Mayors Salem Yellow and Ursula Leichenberg, where they refused to provide any information about state funds or tax uses without first consulting with Abdul. Spearheaded by Captain Brittany Angel, the Police Department launched a full investigation into the State Funds, and discovered several gross expenses, including a fully-upgraded "mayoral vehicle," purchases for "state metal-detecting," and a penthouse room at the Diamond Casino Hotel for over $1,000,000. At this time, Bundy, alongside Serge Cross and Aaron Byson, filed the State's first Articles of Impeachment against Mayor Abdul and his administration.

After consulting with Former Mayors Andi Jones and Denzel Williams, Bundy learned the extent of the gross negligence and incompetence of Abdul's spending, especially when it came to the Hotel Room. With judicial approval from Judge Bailey, Denzel purchased a permanent safehouse for the mayor, at a fraction of the cost Mayor Abdul paid for a temporary penthouse, seemingly without judicial guidance. During the trial itself, Judge Bailey confirmed that he gave no approval for this, or any other, purchases made by Abdul.

On November 29th, 2021, the Impeachment Trial was heard by Senators D W and Sean Davis, alongside Chief Justice Allison Thomas. After hearing the testimony of former mayors, the mechanic who upgraded the "mayoral vehicle," and the CFO of the Hotel Business, Robert Locksley, the judges ruled that Mayor Abdul was Not Guilty of any Criminal Charges (Embezzlement/Fraud), though due to his apparent incompetence in government spending, he was to be removed from office immediately, and a new election would be held for the next Mayor of Los Santos. After the verdict was given, Abdul seemed relieved to be out of office, having a positive conversation with Bundy about their respect and appreciation for each other.

As a result of this case, Chief Sam Baas rewarded Bundy with the ability to use the "Ghost Livery" on his Explorer for one week, which he later forgot about, allowing him to keep it until his incidental promotion to Captain two weeks later. In addition, Emma Gaine won the abrupt election on December 10th, on promises of transparency and betterment for government workers and civilians alike.

The Closure of Green Beans  

On September 13th, 2021, Wayne Biggz and Anto Murphy were arrested by members of the Burglary Task Force during a Weed Transportation Run. As such, both suspects were raided. In total, Wayne had approximately 26,620 grams (~59lbs) of marijuana in his properties. After further investigation, it was found that Wayne was the registered owner of Green Beans, a marijuana seed dispensary. Upon closer examination, however, it was determined that Wayne did not have a Dispensary License, and part of his business guidelines prohibited him from growing or possessing any marijuana.

Wayne was charged with Drug Trafficking, and Anto as an accomplice. The trial, held by Judge Schwinghammer on October 1st, 2021, initially concluded with a "Not Guilty" verdict, despite the overwhelming amount of evidence. When pressed for an explanation, Judge Schwinghammer stated that he did not want everyone to have to wait for his verdict, and so he did not look through the evidence "with a fine-tooth comb." Because of this, the case was appealed to The Senate. Senators D W and Sean Davis, alongside Chief Justice Allison Thomas, re-heard the case on October 22nd, 2021. The defendants were found Guilty, with an additional requirement that Green Beans cease operation entirely until a new CEO, with both PD & DOJ approval, was chosen.

On September 5th, 2021, while Green Beans was still attempting to find a new CEO, Deputy Bobbi Russel located marijuana plants growing inside the Green Beans property. An investigation was launched, but no criminal charges were pressed for the time being. Eventually, Bryce Miller was chosen to be the new CEO for Green Beans. Within 24 hours, however, Wayne and Eugene Zuckerberg were found with a Methamphetamine table, as well as numerous batches of raw meth. Upon raiding each of them, even more meth, and more marijuana, was discovered. Upon investigating the Green Beans property once again, the business was found to be violating their guidelines, with more than 30 female marijuana plants growing, and wet bud harvested and stored on site.

Several months later, after Captain Randy Wrangler decided to write his report on the situation, the Green Beans business was tried on January 29th, 2022, and was indefinitely shut down. In addition, The Senate ruled that Seed Dispensary Businesses like Green Beans would no longer be approved whatsoever. With this, the first business of San Andreas was shut down, marking an end to the Green Beans saga.

2022  
The Stalker, "I."  

On December 11th, 2021, Bundy received a letter in his mailbox from someone called "I." They expressed to Bundy that they hate the spotlight, but wanted to be acknowledged regardless. They also expressed their fascination towards eating human flesh. After a few more letters, Bundy also began receiving phone calls from payphones, during which the caller would not speak. It was eventually revealed that this was "I" calling to hear Bundy's voice, but was not comfortable sharing their own.

After a brief absence of communication from "I", Bundy received a similar unknown call on February 20th, 2022. He expressed to the caller the similarity, and how he assumed "I" had disappeared. Later that evening, Bundy received a letter in the mail stating, "I'm happy you remember."

Over the next few days, Bundy and "I" shared interesting facts and trivia from their lives, such as family members, favorite bands, and hobbies. Through these days, it became increasingly clear that "I" was interested with Bundy on a personal level, and cared for his well-being in encouraging him to take more time away from work for relaxation.

Despite this, however, "I" dropped their first victim at Bundy's house the next day, on February 25th. "I" had called Bundy earlier in the day, when he said he would check his mailbox in 15-20 minutes. 21 minutes later, an anonymous 911 call indicated "I" was disappointed in Bundy, and he should check his house. Upon arriving, the body of Molly Russel was on his front steps, having been slashed open and disemboweled. Bundy expressed his frustrations with "I" later in the evening, and how "I" was previously the only person who called him without an agenda or a need, but now he needed to always be available in case they killed on a whim again.

On March 5th, 2022, Bundy contacted Warden Ethan Maxwell to acquire a Burner Phone, which he later left in a dead-drop location for "I" to retrieve. Through the Burner Phone, "I" and Bundy were able to communicate via text messages instead of letters and silent calls, making their communication much more fluid. Despite this, however, "I" continued to refuse to speak.

On March 21st, 2022, another victim was left by "I", this time at the Humane Labs and Research. The victim was Maximilian Delicious, who had an incision in the side of his abdomen, and a kidney-like organ on the ground beside him. Delicious made a full recovery, but "I" became more hostile towards Bundy, accusing him of "poking the bear and continuing to do so."

Since that night, "I" has not contacted Bundy. Perhaps their burner-phone ran out of battery, or one of their victims overpowered them? Perhaps "I" simply became bored with Bundy, and found a new target to stalk.

Bundy never determined "I's" true identity, but he believes "I" is a young, soft-spoken woman from the United Kingdom, and at one point had long brown hair covering one eye. Beyond this, however, Bundy has no inklings of their identity, name, or motivations behind their fascination with him.

Despite this, however, a conversation with Lizzie Byrne revealed that someone named "Ida" was unhappy with Jessi Adler leaving bodies at his house, a similar sentiment which was shared by "I." Through this, Bundy had his suspicions, but still no confirmation.

On September 12th, 2022, after six months of radio silence, Bundy received a text message from a familiar individual. He was taken aback hearing from her again. "I." His unnamed stalker, or so she thought. In her absence, Bundy ended up learning her first name is "Ida", all thanks to Lizzie Byrne, who tipped him off months prior. But he was not going to let "I" know that yet... Instead, he resumed his communications with her, even purchasing a mailbox again.

A Vote of No Confidence  

On September 16th, 2022, Bundy declared a vote of no confidence at the PD meeting, essentially announcing that an election for the role of Chief of Police for the Los Santos Police Department is needed and long overdue. He wrote up a letter to send to The Senate, but hoped to speak with the current Chief of Police Sam Baas first, before emailing the letter.

When the department lost Senior Officer Crocodile Steve, Corporal Aziz Sultan, and Sergeant Dwayne Carter to the San Andreas State Police, followed by months of intradepartmental conflict and the controversial transfers of Sergeants Rustin Cooper, Lily Pond, and Sexton Hardcastle, Bundy felt that the department needed some change. He believed that because the department keeps "hemorrhaging" good officers, something needed to be done to help the department gain an identity. Something all officers could stand by.

Senators Davis, DW, and Other Honorable Senate Members,

I write today requesting a long overdue Chief of Police Election for the Officers of the Los Santos Police Department. Well over one year ago two elections were held; one for the Sheriff of the Blaine County Sheriff's Office and a second for the Los Santos Police Department. The LSPD election was comparatively short to the BCSO election, not encompassing formal announcements by this wise Senate, nor debates, speeches, or elections put on by the candidates.

Ten (10) months ago our State held elections for the position of Sheriff of the Blaine County Sheriff's Office. Following the results of that election, this wise Senate made the determination to dissolve the Blaine County Sheriff's Office, replacing it with two Sheriff's Departments, the Senora Desert Sheriff's Office, operated by Sheriff Domenic Toretti, and the Paleto Bay Sheriff's Office, operated by Sheriff Kyle Pred.

However, the Los Santos Police Department has not, since the election held over one year ago, held an election for Chief of Police.

I do not write today from a viewpoint of dissatisfaction with our current administration within the Los Santos Police Department. Quite the opposite; Chief of Police Sam Baas has been responsible for my rocketship of a career and has to date been an excellent leader of the LSPD and has continuously entrusted me with responsibility and I look to him as a mentor and a leader.

However, election cycles for these positions are important for more than my own personal satisfaction. Election cycles establish the identity of the department which works under them. They establish the direction the department will move in by allowing the individuals who form that department to vote, campaign, and make their voices heard in ways that they otherwise cannot.

Elections allow for the discovery of not only new talent which may surface to run for office, talent which may have been overlooked for leadership positions otherwise, but also allows for the formation of new and creative ideas which may set the department aside from others.

We saw this in the BCSO Election. Out of the ashes of that fire rose the phoenixes of the PBSO, where Kyle Pred is "the one true Sheriff," and the SDSO, where they do not tolerate war. These ideals were forged in the fire of campaigns and remain strong to this day.

The LSPD, now more than ever, needs that moment. Needs that direction. So regardless of whether the results would be the same I, and many other officers, implore you to host an election for the position of Chief of Police of the Los Santos Police Department.

Bundy calling for a vote made him an enemy to those that were loyal to Chief Baas only, and not the department. Even though Bundy's reasoning for the Chief Elections were proven to be true, and people admitted he was right after the fact, he was treated with animosity. He was labeled a "snake" by Brian Knight and his possé, so much so that Bundy believed he was going to get demoted or fired at any given day due to all the stirring behind his back.

On October 20th, 2022, Chief Baas stunned everyone when he put on the Trooper uniform and announced he had transferred to the SASP, leaving LSPD officers dumbfounded and abandoned. Assistant Chief Lance Malton became acting Chief of Police, and soon after The Senate announced Chief of Police Elections were to be held in November.

Apart from Bundy, other prominent candidates that decided to run for Chief were Malton, Captain Jack Davenport, Vice Marshall Brittany Angel, Sergeant Max Muller, Senior Officer Den Shiesty, and Deputy Nancy Ree.

Bundy took a grassroots approach when it came to campaigning and went door-to-door, dropping off campaign pamphlets in other government employees' mailboxes. With the help of Nancy Drew, he managed to secure a campaign billboard across of MRPD. He easily secured the votes of EMS and LSMG personnel, as well as personally securing votes from many officers, civilians, and criminals across the city.

Bundy's platform was focused on empowering officers and encouraging certifications, in place of promotions. He initially wanted his Assistant Chief to be Tracy Martell, but she declined after they had a conversation as she was not interested in becoming High Command, and so he approached Emma Dupont. He really wanted a woman to help run the department alongside him, and he publicly acknowledged the lack of women in High Command.

With the results stunning civilians, criminals, and officers alike, Bundy felt like a free agent. In his eyes, the LSPD died that day and he no longer felt loyal to the department, and wanted to pursue joining the Troopers, but knew that it would never happen. As a result, Bundy decided to join Chief Malton in his new department, which became the VPD, instead of joining Chief Knight's DPD; as in Bundy's eyes, Knight was one of the main culprits in destroying the LSPD and continuously held secret meetings to get him and others fired. Upon joining the VPD, Bundy transitioned to Deputy Chief, which is the same rank as Captain, just a new name.

Months later, Gunner confirmed that the election was rigged, as he had paid The Russians to help him win.

New Era: Becoming a Ranger  

Bundy has always been loyal to the ideals of the LSPD. One of the reasons he transferred there from the BCSO was to help build something new in a dying department. His career skyrocketed in the LSPD and he quickly climbed the ranks, reaching Captain within 9 months of being on the police force, much to others' doubts and envy, who always questioned if he was fit for the job. He had helped build something new, but this department was always in shambles. So much so that he helped rebuild it, two more times after that fact. And he felt burnt each time.

Bundy had been interim Assistant Chief of Police three times. The first time was for 5 days after The Senate ordered Chief Sam Baas and Sheriff Kyle Pred to swap departments and ranks for a week. Chief Pred promoted Bundy to Assistant Chief until the end of his tenure. But Bundy did not return to Captain until he was told to by Chief Baas... a week after the Senate's order ended. No one bothered to tell him otherwise.

The second time Bundy became interim Assistant Chief was when Assistant Chief Lance Malton went on a leave of absence for over a month during the summer of 2022. This temporary promotion made others more jealous and they began to dislike Bundy even more. Whispers around the hallways of MRPD and into the ears of Chief Baas' began, and they further began questioning Bundy's every move, undermining his work experience and professionalism, and spreading rumors around.

During September 2022, following several questionable actions and behaviors from Chief Baas, Bundy called for a vote of no confidence, which made him an enemy to those that were loyal to Baas only, and not the department. Even though Bundy's reasoning for the Chief Elections were proven to be true, and people admitted he was right after the fact, he was treated with animosity. And still is at times.

Bundy was tired and was mentally prepared to get demoted, or fired, at any given day. He stuck around because he did not see any other department taking him in following the split of the LSPD back in November 2022. Pred, now Grand Marshal of the CPD, and Vice Marshal Jenny Hall attempted to invite Bundy to the CPD, allowing him to keep his rank; but they rescinded their offer as they were taken aback that CPD command did not like Bundy, as they were envious of his rank and because they have never spoken to him.

Because of this, Bundy decided to join Chief Malton in the VPD, then join Chief Brian Knight's DPD; as in Bundy's eyes, Knight was one of the main culprits in destroying the LSPD and continuously held secret meetings to get him and others fired. Upon joining the VPD, Captain Bundy transitioned to Deputy Chief Bundy, which is the same rank, just a new name.

Throughout the early months of 2023, Deputy Chief Bundy heavily focused on building the VPD, to make it a department one is proud to be a part of. The vision was to make the department one where people join so they can competently do their jobs, without the dramas or politics of other departments. Bundy worked closely with training the new Cadets in the VPD and filled in when Assistant Chief Den Shiesty or Chief Malton were not around, which was often. Following several corrupt actions Shiesty had done, Malton had no choice but to demote him and appointed Bundy as acting Assistant Chief in February 2023. The third time Bundy has held the rank officially in his career.

Bundy did not know what to expect with this new appointment, as Chief Malton made it clear that it was not permanent as he wanted to hold formal interviews for the position. This temporary appointment, however, became permanent a week later, much to Bundy's surprise as there was no formal announcement about it either. Following several interviews with inexperienced officers and pressures from Mayor Lang Buddha, who vouched heavily for Bundy to keep the rank of Assistant Chief, Malton felt obligated to have Bundy as his Assistant Chief.

Everything came crashing down when the 2023 PD Restructure was announced 12 days after Bundy officially became Assistant Chief. Losing his rank, certifications, and the investigative unit he founded, the SCU, Bundy felt defeated. For like an hour.

Instead of sulking around about losing his rank, certifications, and unit, Bundy decided to embrace this new change. He never got to experience life as a normal officer, one without responsibilities or rank. Seeing as no one approached him following the restructure, and not seeing himself getting drafted into the new LSPD or BCSO, Bundy decided to look elsewhere: the San Andreas State Park Rangers, the department he dreamed of joining since he was a Cadet.

Upon inquiring about a position with the Rangers, his application was initially met with confusion, followed by excitement and praise of his experience and hard work that he had done as a member of High Command. Game Warden Tessa Lamb, Deputy Game Warden Conan Clarkson, and Senior Ranger Ziggy Buggs became excited at the thought of securing Bundy in their department and quickly began telling other members of the UPD about Bundy's application. Tessa talked highly of Bundy, raving about his work, and described him as one of the very few people who have always had her back for the past two years, even noting that he founded the BCPD, when he was only an officer, to help her patrol up North.

Wednesday, March 8th, 2023.

Ziggy emailed Bundy and told him to wake up as soon as possible. By the time Bundy was able to came around, Ziggy was asleep, but Tessa took it upon herself to invite him into the Rangers. She remembered Bundy was one of the prosecutors who secured life in prison for numerous individuals following their involvement in Senior Ranger Wesley Arnold's death back in July 2022. Because of this, Tessa, alongside Rangers' Receptionist Damien Tinkerman and new Senior Ranger Octavius Scarpetta, took Bundy to Wesley's Watch, a watchtower up on Cassidy Trail that commemorates Wesley's life.

Unbeknownst to Tessa, this was emotionally significant to Bundy, as he had conduced Wesley's final evaluation, and recommended him to be promoted to a full Deputy in the SDSO. Bundy has felt some form of regret for doing his evaluation, believing at times that Wesley would not have died had he never become a full Deputy, which allowed him to join the Rangers, which eventually lead to his death. A butterfly effect.

Nonetheless up on Wesley's Watch, Tessa formally invited Bundy into the Rangers. Since he no longer felt the need to climb the ranks or be burdened with the weight of High Command responsibilities, Bundy accepted Tessa's offer and joined the department as a Senior Ranger, becoming one of the few people in the UPD with the rank equivalent of Senior, and becoming one of the first Ranger Detectives.

Bundy's invitation quickly devolved into chaos as it was interrupted by Officer Louis Bloom arriving with a dead stingray, which he killed, wildly proclaiming it was the same one that killed Steve Irwin, and William Gunner, who's body was still allegedly in the ocean (it wasn't). While all of this was unfolding, Red Harrington arrived, exclaiming he had shot a serial killer who had lured him into the woods.

Turns out the "serial killer", was a former stalker of Tessa's who had recently resurfaced and left threatening notes at Beaver Bush just hours earlier. Upon looking at previous reports, Tessa, Bundy, and Octo, learned the suspect was Cliff Hunt, the same man listed in a report from two years ago regarding similar attacks and threats, written by Cadet Jeffrey Bundy and Ranger Tessa Lamb.

Once the chaos calmed down that night, Tessa and Clarkson agreed that they wanted to give Bundy a big celebration and formal announcement into the department at the upcoming Shift 3 PD Meeting. They were already showing him how much they value his work, and him as a person. At the meeting, Tessa and Clarkson announced their two newest rangers, and Bundy was officially sworn in, alongside Octo, by Trooper Jack Ripley.

Bundy has settled into Ranger life fairly easily, everything coming to him naturally. He is much happier, carefree, and has been thoroughly enjoying patrolling up on the mountains. He has taken a liking to turning poaching cases into raids into cases on the docket, and has already started to inherit the curse of the Ranger driving skills and full sending it.
