Tipetti was born in Algonquin, Liberty City in July of 1988 to an upper-middle class suburban family. Through his childhood he spent most of his time in private schools. He transferred to Castle Garden High School in Castle Gardens, Algonquin, in the 10th grade after his family purchased a larger home in the Castle Gardens neighborhood. After graduating as an extremely average student with a 3.4 GPA, he was accepted into Vespucci University in Varsity Heights, Algonquin. There, he studied Cellular Biology with a minor in Dramatic Arts, later earning a bachelors in both. Embarrassed by his "educated" and "wealthy" background, he does not speak about these details unless he believes that it will benefit him.
Tipetti is a compulsive, pathological liar, and fabricates almost every detail of his life. When interacting with other citizens of Los Santos, he will study them and figure out what the most advantageous story to tell would be. He is close with Danny Day - a former mental hospital patient who Tipetti is attempting to re-introduce into society and, ultimately, use to do his dirty work.
Tipetti has frequently changed details about his upbringing and the occupations of his family members, claiming on different accounts that his father owned a trucking company, a towing company, worked in a factory, was a miner, was a lawyer, and was a policeman. Similarly, he has lied about the occupation of his mother and his grandfather, claiming both were at one point either lawyers, teachers, or "business owners". He has also claimed that his great grandfather was the first racecar driver in the world, racing a Model T in the early 1900s. In reality, Tipetti's father was a college professor and made most of his money on smart investments during the "dot com" bubble in the early-to-mid 90s. His mother was a financier, and similarly also invested most of her money in the same companies as Gino's father. As a result, his family has lived with a decent amount of wealth, and Gino grew up with very strong financial stability, and to this day still uses his parent's money to sustain himself in Los Santos.
Tipetti claims to have moved to Los Santos to rehabilitate and reintroduce Danny Day to society - this fact is true, but it is unknown if he has ulterior motives driving him to force Day into criminal activities for him.
