About[]

Cindy Tipton is a Hangaround for the Bondi Boys MC. She was previously the El Milfe of Mortelle.

Cindy, also known as Cin, is a wild criminal in Los Santos that thrives on uplifting women in crime while causing chaos on the streets. Cindy’s got a bubbly personality, she seeks out meeting new people and making connections with other people around the city, criminal or not. Cindy learned a lot of her base criminal skills through her time spent with the Bondi Boys as a Hangaround to Pez Speedwagon.

Her time with Bondi came to a sudden end after her husband at the time, Pez, turned on her. His alter Cody took over his body and began committing crimes under the guise of the Highwayman, starting by attempting to execute Cindy on a pier and later hunting her. Due to this series of events, Cindy has developed a large fear of piers, has difficulty trusting others, and refuses to ever marry again.

Cindy began a female-run heist crew during her days as a Hangaround for the BBMC in an attempt to help women learn to be better criminals in the city. After being forced out of the BBMC in November 2023, she turned the group into a full-fledged gang, Mortelle, as their leader, the El Milfe. In April 2023, Mortelle disbanded, and Cindy found herself once more a solo criminal in the city.

The beach was calling. She reunited with her friends and family in the BBMC, and found herself gravitating toward Vespucci again. After some consideration, she accepted her son Ed's formal invitation to rejoin the BBMC as a Hangaround on the 3rd of May 2023, and complete the journey that had been so abruptly ended a year and a half earlier.

Major Events[]

Marrying Pez Speedwagon
During the end of Pez's failed mayoral campaign, in which Cindy had purposely had her friend Paris Argo sledgehammer her ribs and hand so she could smear his political rivals, Pez spontaneously proposed marriage. Despite only being friends at the time, Cindy accepted.
Pez had a specialty wedding ring crafted for Cindy, modeled on one worn by Britney Spears and infused with chaos stat bonuses.
Being told her wedding dress was the disguise for a Jewelry store job, the wedding ceremony was sprung on Cindy. It took place on the beach just north of Dean's World pier, staged with a 24/7 delivery truck and decorated with pink flowers and pink lights. Pez wore a pink suit and pink hair to match the bride.
The ceremony was ordained by Junior Meats. Cindy's son Edbert Ropeburn was ring-bearer. Shane Powers was best man. Maids of honor included Olivia Garcia and Paris Argo. Notable guests included Speedy (who arrived in Air Juan and gifted the couple gold bars) and multiple hostages held in the 24/7 truck.
Unconventionally the groom did not kiss the bride, instead Pez gifted Cindy with a sticky bomb which was used to explode the 24/7 truck, sacrificing the hostages to bless their marriage.
Robbing Bloomy Woomy
After marrying Pez and moving into/purchasing the pink house of the Billabong with him, Cindy's role as a BBMC hangaround came into question as she could now possibly be considered the BBMC's first Old Lady (which Cindy preferred be called Milf).
Pez brought the conversation to BBMC High Command, Irwin Dundee and Barry Benson, who were conflicted on what they would want such a role to consist of and whether they wanted such a role to even exist.
With High Command not coming to any conclusions, Cindy and Dundee had a one-on-one conversation on the matter in which Cindy expressed her desire to earn her place in the BBMC just as she originally intended prior to her marriage. Encouraged by this Dundee made it known to Cindy his desire for more chaotic energy in the club and gave her the task of robbing a cop and taking a selfie of it, without a disguise/mask.
Cindy shared what her task was with Pez and was warned to not go through with it or at least wear a mask for fear that doing as Dundee said would result in an investigation/raids on Cindy who now shared a house with the Treasurer of the BBMC, putting the entire club in danger.
Cindy ignored the warning and did the task to the letter: holding up Cadet Louis Bloom, stealing his police equipment and taking a selfie with him, all without a mask and even sharing her name with him so he could look her up in his MDW.
Pez was furious with Cindy for going through with it. When told what had happened and the potential consequences Barry Benson and even Dundee agreed Cindy was stupid to have done the task. To try and prevent consequences Pez had Cindy go to MRPD and return the stolen equipment in person, which she did and escaped arrest.
Gaslit Marriage to Kyle Pred
The threat of Cindy's marriage to Pez being a danger to the BBMC if investigated by the PD having been made clear to her, Cindy not only hid her marriage from police but also decided to try to convince officers that Sheriff Kyle Pred (who she had worked for as a personal assistant during her civ days) was her husband so that the threat of relationship ties being used for raids/subpoenas would be directed towards the PD itself.
For months Cindy used every arrest as an opportunity to gaslight the PD and Kyle Pred himself that they were a married couple, that Kyle Pred's girlfriend Brittany Angel was a mistress, that as a couple they owned a small dog that Pred babied, etc.
When Kyle Pred was having his police SUV repaired at Hayes, Cindy used the opportunity to once again attempt to gaslight him that they were married but he was not relenting. However Supreme Justice Allison Thomas was in attendance at Hayes and offered to make the marriage a reality.
In the middle of a crowded Hayes, Allison Thomas officiated an impromptu marriage between Cindy and Kyle. Cindy covered Kyle's mouth with her hand and recited the marriage vows on his behalf. Despite Pred having been blatantly forced, Allison Thomas confirmed to Cindy that the marriage was legal and binding.
Bragging about the marriage, Cindy unexpectedly found Olivia and Pez to be disgruntled with her actions. Despite the rationale for the marriage being to protect Pez and the BBMC, Pez and Olivia were confident it would be a danger to the club and Cindy's place in it.
Pez suggested that Cindy divorce Pred and do her best to hide the marriage had ever happened from the rest of the BBMC. Cindy never acted on this suggestion (possibly due to the accidental ocean dumping that took place among everyone involved in the conversation).
#CinDee and the Dam
During one of Irwin Dundee's depressive moods Cindy made it a point to express that she cared for him saying she "loved" him "specifically".
These words made their way back to Pez who took them as a declaration of romantic intentions. The imagined betrayal sparked hours of public fighting between Pez and Cindy which sprawled out over the entire city of Los Santos and twatter timeline.
Spiraling between rage and self-harm, Pez ended up at the top of Mirror Park Dam where he intended to jump to his death. Cindy joined him at the top and in their conversation was finally able to mend Pez's fragile ego, solving the dispute.
Tragically, both Pez and Cindy fell from the Dam due to a dodged hug. They survived the fall but both were admitted to ICU.
Cindy was the first to be released from ICU. Returning home (the Billabong's Pink House) she found blood, knife marks and the ID of Cody Speedwagon. Over the following days while Pez remained in ICU, Cindy had multiple sightings of the Highwayman (Pez/Cody's serial killer alter-ego) and anonymous calls and notes from him making vague ominous threats.
The Swap Incident
Cindy was given the rare invitation as a hangaround to help on a job with BBMC high command Irwin Dundee and Barry Benson. During the police chase, with Cindy in a backup car, she was called on to do a "swap". In the intensity of the situation she mistook the request to be for a car swap when what they wanted was her to seat swap and give keys.
The embarrassment of this failure motivated Cindy to practice the mechanics of giving keys, swapping seats and getaway driving. She dedicated hours each day for weeks practicing getaway driving in local Ellies, having friends chase her. Lil Cap especially spent time with Cindy teaching her his driving tips and getaway strats.
Cindy put her practice to the test on jobs, regularly hitting the jewelry store and corner store safes to get into chases. She was never able to shake the police on her own, only ever getting away when her backup would take over (at this time her backup would most often be fellow BBMC hangaround Antonio Rodrigues).
At the same time as Cindy's training was growing her confidence, her fellow Bondi Babes Olivia Garcia and Stevie McQueen were in a slump from having been mostly elbowed out of the BBMC's meth operation (which they had brought to the club).
Cindy pushed for the Bondi Babes to follow in her footsteps in dedicating to skilling up, and inspired by Asher Brown's successful street team operation, came to the idea of creating an all-female street team focused primarily on heists. This idea would become Mortelle.
Divorcing Pez Speedwagon
Cindy said before she married Pez that there were two people in the city she would die for: her besties in the city, Pez Speedwagon and Chip Wheeler.
Pez and Chip were already married before Cindy married Pez. Cindy happily labeled herself and Chip as "sister-wives". Chip on the other hand was possessive of Pez, switching his opinion of Cindy from bestie to nemesis. The day after her wedding, Cindy showed the wedding ring to Chip who stole it and never returned it.
After the Dam incident Pez began distancing himself from Cindy by not staying in their house (opting to stay with Collin McKinley instead) and ignoring Cindy for days or weeks at a time (infamously donowalling a "fries date" for a week).
One day Cindy caught Pez with hickeys on his neck. Pez made up a ridiculous story of how he got them but Cindy was able to uncover that they were the result of a beach date between Pez and Chip. Despite everything Chip had done to Cindy since the marriage Cindy still considered him sister-wife and was not particularly mad about the date but wanted Pez to admit to it. Pez refused to admit to the Chip date then began ignoring and running away from Cindy and continued to do so for a week straight.
During the avoidance week: Pez informed BBMC high command that he would be divorcing Cindy and confirmed with them she could go back to being purely a hangaround. Pez sold their pink house. At Dean's World, Cindy overhears Pez and Chip plotting her murder (and first mentions of "The Highwayman"). Cindy begins seriously considering divorce, speaking to friends and a lawyer about it. Friends uniformly tell Cindy that they are a toxic couple that should probably divorce. The lawyer waved off the marriage as not legally binding.
When the week of running from Cindy ended, Pez added to his lies by saying he had been in South America and attempted to gaslight Cindy that she had never seen him the previous week and that she was responsible for selling their house. While he no longer physically avoided her, Pez would deny, ignore or derail any conversation that touched on their relationship issues or the topic of divorce.
Pez also started showing signs of memory loss, forgetting important events and details and have sudden moodswings between loving and hating Cindy. Worrying for Pez's mental health, Cindy reported the odd behavior to BBMC jackets. Aside from Stevie McQueen, BBMC jackets dismissed these reports as marital issues or wacky Pez things.
Out of the blue, Pez agreed to finally address their relationship issues and scheduled a meeting with Cindy at the North Chumash docks. Pez admitted to treating Cindy poorly and reasoned that he was doing so because he saw her as a hindrance to his ability to become a strong club member for the BBMC. Pez apologized and vowed to be a better husband. Cindy accepted the apology. Shortly thereafter Pez pulled a gun on Cindy, shot her and left her for dead.
Dahlia
Fearing Pez Speedwagon would attempt to finish the job if he knew she was still alive, Cindy created a disguise and went into hiding. The first person Cindy entrusted with knowing she was alive (and only member of the BBMC) was Stevie McQueen who gifted her the alias "Dahlia" (in reference to Black Dahlia). Cindy developed the persona of Dahlia as someone vaguely from the Northeast coast of America (using an accent that bounced around Boston, Long Island, etc) who was paranoid of being spied on by the government.
Having spent months becoming a family with the BBMC, now needing to avoid them was distressing. She was haunted by them, in particular running into her son Edbert Ropeburn everywhere she went. As a naturally social and outgoing person, being in hiding was lonely and she had few friends outside the BBMC to contact. Knowing that old BBMC friend Wolfe McCreedy had lost all memory of his time in the BBMC, after being blooded out two weeks prior, Cindy got the permission of Stevie to reconnect with Wolfe as Dahlia. Cindy successfully refriended Wolfe despite her intensely odd and inconvenient behavior as Dahlia: exclusively using payphones to not leak her identity and regularly invoking a fear of government spy birds as stand-in for people she was avoiding interacting with.
Other people Cindy hung out with during this time primarily consisted of Mortelle founding members Mami Ko and Rory Borealis as well as Rory's boyfriend Santiago Madrid, Wolfe's friend Giuseppe Amato and Chatterbox.
Cindy had to avoid her legal jobs, including her most-worked job at Hayes where Pez was upper management. She also needed to be careful not to go to prison for fear of her name ending up in the paper (Cindy knew from experience as a BBMC hangaround that their hangarounds and prospects regularly checked newspapers for prison updates) resulting in Cindy's work options limited to criminal activity with low police response.
Despite attempts to keep a low profile Cindy was arrested as Dahlia. To keep her name out of the paper she revealed herself to Louis Bloom, giving a vague explanation of what had happened to her to convince him as to why sending her to prison would put her life in danger. A deal was struck in which Cindy would give more specific information on who was after her in exchange for avoiding jail time. Cindy gave vague and cryptic clues to who her attacker would be. These clues were completely falsified, pointing to multiple female attackers and the initials "K. P." (intended to refer to Kylie "boo boo bear" Pred).
It wasn't long before Cindy was arrested again. Cindy attempted to repeat her previous deal but arresting officer Lydia Vale was not willing to accept such a deal for anything less than a complete and verifiable story exposing Cindy's attacker/s. Cindy was unwilling to snitch and was sent to prison. Within minutes of being sent up, BBMC members found Cindy's name in the paper and prospect Jordan Lee informed Pez. Cindy's hiding had lasted less than one week.
Stevie McQueen gave forewarning to Cindy that Pez knew she was in prison, helping Cindy coordinate her prison pickup by Rory Borealis and Santiago Madrid. While Cindy waited in visitation for her time to be up, still disguised as Dahlia, the blacked out cowboy that Cindy had long suspected was Pez in disguise (the Highwayman) appeared and the two exchanged bows. Cindy exited prison and was spirited away by Rory and Santi to the Vagos ranch. During the trip Cindy received a call from the Highwayman, threatening her life.
Dating Lil Cap
Being longtime friends who bonded over criminal activities and hangaround life (at the time Lil Cap called himself the "universal hangaround" for his affiliation to multiple gangs), Lil Cap began trying to progress his relationship with Cindy.
For their first date, Lil Cap took Cindy to UWU Cafe. Shortly into their date Pez/Cody showed up and Lil Cap ended up ignoring Cindy to text Pez and meet him in the UWU Cafe bathroom. Discovering this, Cindy walked out on the date. Lil Cap chased after Cindy. apologizing and begging for a redo.
Lil Cap got his redo date in which he took Cindy to do Dodo deliveries. Cindy's hate for grinding and her moneypit of debt made this date arguably even worse to Cindy than the first.
Given enough tries, eventually Lil Cap managed to have a date that didn't suck, sitting and talking about their aspirations on a hill and eating fries was enough for Cindy to start accepting Lil Cap as a romantic partner.
Romantic gestures in their relationship were rare and typically only made by Lil Cap to get out of fights such as in their first fight in which Lil Cap gave Cindy an apology, fries, an umbrella (Cindy wanted to act like Britney Spears) and a briefcase holding 20 thousand dollars.
The couple behaved more as good friends, spending their time together as one or the other did gang shit with Cindy progressing Mortelle and Lil Cap becoming a member of the Balbani Crime Family. (Over the period of their relationship Lil Cap rose to high command in BCF.)
Pez/Cody/The Highwayman continued to attempt to hurt Cindy and used her relationship with Lil Cap as a means to do so, inserting himself into their relationship by befriending and flirting with Lil Cap as he had done on their first date. On one occasion Cody baited Lil Cap to Humane Labs (stealing Lil Cap's car and parking it deep inside the building) where Cody love-drugged and performed a makeshift marriage to Lil Cap while Cindy could only watch being held at gunpoint by her nephew Finn (Cody inappropriately used a BBMC club order to command Finn to do this). Lil Cap claimed no memory of the event and was quick to dismiss the marriage but despite events like this happening and knowing fully Cindy's history with Pez/Cody, Lil Cap wasn't willing to stop considering Cody as a friend.
As Lil Cap began having frustrations with BCF, Cody started dangling an offer to have him join BBMC. Cindy made it clear to Lil Cap that she didn't like him being as close with Cody as he already was and that if he joined the BBMC she would have no choice but to break up with him.
Lil Cap left the BCF (in clear anticipation of joining BBMC) and shortly after left the city for a few weeks to record new music. When Lil Cap returned Cindy broke up with him.

First Bobcat Security Heist[]

On February 7, 2022, Cindy teamed with the Clown Cartel and hit Bobcat Security for the first time ever. Tighty Whitey hacked the thermite; Ajax (a complete stranger who got the Bobcat Security card when he randomly robbed a Fleeca Bank with Wolfe and Chatterbox) and Cindy shot down the security guards; getaway driver Chatterbox held the hostages; and Janky guarded the motorbikes at the swap spot. To everybody's astonishment, no police responded and everybody left with their pockets full of loot.

Drug Trafficking Investigation and First Big Meth Run[]

On February 11, 2022, the police arrested Cindy with 12 meth baggies and an illegal beretta M9, subpoenaed her bank and phone records, and locked down the warehouse she owned (full of enough guns and weed for trafficking charges). Despite SCU Det. Demi Black pushing for a raid of the warehouse, Cindy completed her first ever big meth run with the Clown Cartel. The next day to Cindy's relief, the police had to unlock her warehouse because Det. Black's search warrant had been denied. Cindy managed to clean out all of her guns and weed boxes mere hours before Capt. Randy Wrangler, Det. Black, and SCU Deputy Louis Bloom raided it. That day, Det. Black launched an official meth investigation into Cindy because of how many times she had been caught selling meth in the same area. Cindy sold her warehouse and bought a new one under a clean face named Tom Ato.

On February 21, 2022, Det. Sexton Hardcastle created a Mortelle Gang List in the MDW after the police had gunned down Cindy and Marie Ortiz for carrying class 2 weapons on their new Pink Cage Motel turf.

Roughly one week after Mortelle started using the warehouse that Tom Ato owned, a confidential informant began secretly camping on a nearby rooftop. On February 25, 2022, the CI sent Corporal Lea Nova photographs of Cindy (in the same Mortelle outfit she had recently robbed a Fleeca Bank in) leaving with class 2 weapons from the warehouse. Nova and Lt. Matthew Espinoz raided it and seized 15 of Mortelle's illegal guns and half a dozen boxes of weed. Later, Cindy felt guilty when Tom agreed to take the fall for Mortelle's weapons trafficking. Tom then sold the warehouse. In a sealed court case on April 8, 2022, Cindy and Tom were convicted of possession of the illegal warehouse items, but acquitted of weapons trafficking and accomplice to weapons trafficking, respectively. Presiding judges Arthur MacNee and Reggie Might agreed that the prosecution had failed to prove that Cindy intended to distribute the guns.
