Elysian Island is a neighborhood in the district of Port of Los Santos in Los Santos. It is bordered by Terminal to the southeast, Cypress Flats to the northeast, Banning to the north, the Maze Bank Arena to the northwest and the Los Santos International Airport to the west.

Elysian Island, an industrial district, is linked to the mainland by the La Puerta Freeway and the Elysian Fields Freeway. It houses the Los Santos Naval Port and Pier 400, featuring numerous shipyards and warehouses.
Pier 400[]
Pier 400 serves as a hub for illicit imports, including military-grade weapons and drugs. It features a small rail yard covered by a large garage bearing the label "Pier 400" on its walls. The yard contains various rolling stock, such as tanker cars and box cars. Signs indicate that the area is under the protection of Gruppe 6.

The Los Santos Naval Port, also known as the Naval Warehouse or Pier 45, is a military facility situated on Elysian Island within the Port of Los Santos. It features a warehouse and dock complex with three land entrances along its northern side and direct access from the ocean. The main entrance includes a security guardhouse and sliding gate, while two pedestrian access points lead to the central covered dockyard, housing two large slips for naval vessels and extending into the ocean as Pier 45. The warehouse area comprises various amenities and office space, with additional rooms on the east and west sides serving different purposes, including storage and training areas.
Outside, two barges and dockside cranes are present, along with a helipad and semi-trailers parked at the southern end of Pier 45. The large roof of the main dock building serves as an improvised runway for aircraft, accommodating even larger planes like the Jet and Titan.
