General Description[]
Eleanor "Helen" Highwater is the co-owner of the Grapeseed shop Midnight Oil, a case worker for the psychology department at Los Santos Medical Group, a volunteer for the Neon Jungle Wildlife Rescue, and an employee for The Cauldron. She was also appointed to coordinate events for the Blaine County Mayor's Office.
Notably she was at one point a Sergeant for the Blaine County Sheriff's Office, badge #320, before being controversially fired while a senior deputy.
She is also notable for her ownership of the Highwater Asylum, a house in Grapeseed with a history of use as house arrest for dangerous criminals. She also operates an art therapy service for individuals and gangs, which have so far featured the artist Finn Ross as host.
Background[]
Born in Wiscasota, Eleanor Highwater was raised by her two dads Paul Highwater and Scott Highwater. She started going by the name Helen after an incident in first grade where she accidentally introduced herself by the wrong name, sheepishly not correcting others until it stuck. In high school, she became best friends with Katie Mae Van Buren.
Early on in her PD career, Helen was lead on a pursuit of the Raiders MC leading to multiple of them getting arrested. The club jokingly declared it HELLen Week, though the threats became serious when Helen unknowingly instigated further. Ultimately this lead to Helen being kidnapped from the Wu-Chang Masquerade by Wade Wilson and Mike Smoore before being shot, losing her left eye in the process.
Helen normally rides passenger on duty with other officers, most notably Austin Bean. The two would later patrol together on PD hydration night and drunkenly discussed getting married, much to the chagrin of some of their colleagues. In the days afterwards, they began properly seeing each other off duty. Helen and Bean eventually followed through on their plan, getting "drunk married" on September 28, 2024 in a ceremony attended by members of the BCSO and the public. They were later divorced.
Helen was involved in the investigation into Jagger Gerardy, the supposed "alternate personality" of Chatterbox, when he murdered Richard Tips and Alexander Bones in October 2024. Nearly a year later, when Jagger began sniping and terrorizing various clowns and associates across the island, Helen took charge of the investigation, resolving to avoid the mistakes made in the prior year. Ultimately Jagger was caught, and Helen was put into the position of being Chatterbox's prosecutor, but also the person responsible for his care while in house arrest at the Highwater Asylum.
Friction increased between Helen and other deputies and officers, made worse by Junior Huntley's election to mayor of Blaine County and his appointment of Arnold Frost to sheriff. Frost's various changes to the department made Helen feel like she was being pushed out even as she continued to fight for proper hiring and training in BCSO, as well as Chatterbox's rehabilitation. After a contentious day between Helen and Captain Brian Knight, Undersheriff Brittany Angel, Frost, and Junior, Helen was fired from the department.
She was offered job opportunities with the Neon Jungle as well as the Los Santos Medical Group psychology department. Despite her supposed dislike of most clowns, Helen earned the loyalty, respect, and friendship of many of The Funhouse Clowns for what she did to rehabilitate Chatterbox safely. She has become closer to them as a result, being hired on as "HR" by Chatterbox for the group.
She organized the Grapeseedia Renaissance Faire to great success.

- After being fired from the BCSO, her main motivation for being hired for as many jobs as possible was to collect company vehicles.
- She earned her bar license primarily to troll around in cell reps with the Clowns.
