East Los Santos, once a bastion of industry and labor, has undergone a transformative shift in recent years, as the tide of gentrification has swept away many of its iconic factories and industrial complexes. Despite this evolution, remnants of its industrial heritage endure, with numerous workshops, factories, and warehouses repurposed into garages or residential dwellings scattered throughout the area. Notably, the power plants and factories adjacent to the Port of Los Santos continue to operate, serving as vital sources of energy for the city's infrastructure.

Comprising diverse neighborhoods such as La Mesa, El Burro Heights, Murrieta Heights, and Cypress Flats, East Los Santos reflects a mosaic of socioeconomic diversity. While many of these communities contend with poverty and urban blight, pockets of relative affluence can be found in the northern reaches, particularly in proximity to Mirror Park. This disparity underscores the complex socioeconomic dynamics at play within the fabric of East Los Santos, where the juxtaposition of wealth and poverty serves as a poignant reflection of urban life in the modern era.

Within this district lies the abandoned Popular Motorworks, a mechanics shop that was situated in La Mesa, owned by Vinny Pistone, Chip Wheeler, and Ellie Fletch, that use to offer vehicle repairs and essential tools like crowbars and lock picks. Also in El Burro Heights, Lester Crest emerges as a prominent figure in the city, known for orchestrating elaborate heists and offering strategic guidance to criminal individuals.
