The Cuban Federales are a Cuban group lead by Osvaldo "Cuban Tom Hanks" Pingafria. They currently have an embassy at the Binco Clothing Store in Vespucci Canals.
Chang Gang refer to the Cubans as the Little Seoul Police Department Cuban Federales (LSPDCF) and supports them as Little Seoul's private police force.
