Clowns are individuals in costume or makeup that live in San Andreas. They tend to live in defiance of authority, and are often criminals as a result. Many, but not all clowns are associated with The Funhouse Clowns.

Description[]

Clowns are the people in Los Santos and Blaine County that dress in makeup or costumes, often originating from stereotypical settings like circuses and carnivals. They generally do not take things very seriously, including authority figures, finances, and the criminal underworld, but are often criminals themselves as a result.

Many clowns have traumatic childhoods, where their "clownsona" originates. They may experience mental disorders or substance abuse. Some clowns in San Andreas do not embrace the life of a clown until they are an adult and have lived on the island for a while. There are also some people that adopt clownsonas but are otherwise do not act like clowns most of the time.

There have been hints at formal clown governance structures outside of the state, including a "Clowngress." Clowns as an group have been at war with Mimes for a long time, and apparently many clown groups were at least temporarily destroyed or disbanded outside of San Andreas because of this war. Mimes have visited the island several times to attack clowns.

Notable Clown Groups[]

There have been many groups on the island formed by clowns for the advancement of themselves, as well as groups that have simply had clowns in them. Clowns have existed in gangs, police departments, government, and medical facilities.

Former Blaine County Sheriff's Office deputy Eleanor Highwater attempted to catalog these groups into a "clown dossier," which she would frequently reference.

Clowncil (The Funhouse Clowns)

The dominant clown group on the island has gone by several names, most commonly the Clowncil. Led by different clowns at different points in time, the group has solidified since the economic collapse of the state and has been headed by Chatterbox for most of that period.

The group was formed in 2022 by Chatterbox, Cupcake, Mirth, Scruffy, Bozo, Happy, and Giblets, largely out of the need to organize in the face of disrespect towards clowns on the island. The group sought to pursue legal and illegal methods of income and activities to fund the group, but the group ultimately followed a creed of "It's not about the money; it's about the funny." The group also started a "Clown Code" of tenets that would evolve over time in the years to come.

After the first war with the Mimes, which took place during the economic collapse of San Andreas, the Clowncil clowns returned home a broken people, with many clowns no longer trusting each other. Chatterbox and his allies sought to resolve this situation by writing a new Clown Code and forming a New Clown Order to uphold. There was resistance to this order in the form of the Everlasting Clowns of Humble Origins group; however these two groups eventually merged. The clowns were then led by Chatterbox, his girlfriend Hiccups, and the businessclown Party Hardy.

Due to external financial and government pressures on the island, including the passing of a short-lived "debtor's prison" law, the Clowncil was reformed to reintroduce organized crime to the group. This new version was led by Chatterbox, with the rest of leadership including Twinkles, Janky (Kirk Jerkems), Mr. Ratchet, and Chatterbox's mother Tessa Lamb (BooBoo). The pressures of leadership, as well as the departure of Hiccups from the state, left Chatterbox increasingly unstable and eventually he declared both the New Clown Order and the Clowncil disbanded.

During this chaotic period, Mumbles Fumbles sought to create a new government in Grapeseed, declaring the Great Republic of Grapeseed, employing many ex-Clowncil clowns in its "adminstration." After some political maneuvering with the mayor's office of Blaine County the Republic was folded into Blaine County itself and soon after Mumbles was elected mayor.

Chatterbox eventually finished a massive underground facility underneath his residence, The Funhouse, and began a business to operate events and other activities out of it, as well as selling a small selection of criminal goods (including molotovs, parachutes, and melee weapons.) Hiring many clowns from the disbanded Clowncil and the Republic, he and his employees became known as The Funhouse Clowns. At the time, the group viewed The Neon Circus, which had also recently formed, as a rival clown group. After the Funhouse itself was destroyed in the second war with the Mimes, Chatterbox declared the Funhouse Clowns to be the next Clowncil, once a new Funhouse was built.

The list of current Clowncil clowns includes: Chatterbox, Kirk, Tessa, Twinkles, Bozo, Happy, Party Hardy/Anarchy, Stumbles Fumbles, Moose Knuckles, Mumbles Fumbles, Ember Quinn, Wendy Thomas, Nate Karama (Sneaky), Osvaldo Pingafria, Hazel Grey (Derpy), Reina, and Marley. (Stumbles, leader of the "Night Clowns" (clowns who wake up in the latter "shift 3" hours of the city), has taken in Rocket, Charlie, and Flyrone as clownarounds that he is training, but they are not official Clowncil members.)

The Neon Circus & Neon Tigers MC

Near the end of the second Clowncil, a few clowns left the group due to conflicts with Chatterbox and others. One of these clowns, BoomBoom, formed a new group with her friends in The Neon Tigers MC and invited Checkers, Pockets, and Keith Herman to join her. The new group, The Neon Circus, was formed as an artist collective, that happened to contain clowns, alongside musical artists, doctors, and others. Thus, the group was not intended to be specifically a "clown group", although the Funhouse Clowns did and continue to view them as such.

Drama within the group, as well as with its affiliated groups, the Neon Tigers and the Neon Jungle Wildlife Rescue, slowly caused the Neon Circus to lose members. BoomBoom and Checkers eventually left the island entirely, and after several musical artists left the Circus for New Babylon, the group was effectively over, with Pockets and Huggles the primary clowns remaining.

The Ravens MC

The Ravens MC currently have two clowns in their ranks: Lilac, Old Lady and partner to the vice-president Valeria Rodriguez; and Dommie, Prospect and Valeria's adopted daughter.

Johanna "Jojo" Golden - A former therapist turned clown who had previous associations with the Neon Circus, as well as history with members of the Clowncil, such as Ember (her ex-wife) and Chatterbox (who resents her for her part in Hiccups’ departure from the city). Her story with clownhood began when she was forced to take DMT and began to discover her clown side as a result. The Clowncil rejected her being an official member of their group, leaving her a solo clown in the city. Jojo began a group called ‘the Toybox’, however it is not exclusive to clowns and is open to anyone in the city to join or noncommittally hang out with

Lily - A longtime former Clowncil clown, currently solo due to disputes with Clowncil members, mainly her ex-husband Stumbles Fumbles, who was appointed leader of the “Night Clowns” subcategory of Clowncil. The daughter of the Mime Emperor and adopted daughter of Happy D’Klown, Lily has had a complicated up and down history within the Clowncil, but says she will always be a clown regardless of what clown group (if any) she is in

Yappy - Real name Eli Lum: a friend and housemate of Hiccups' who was introduced to the clowns mainly through her. Eli fit in well with the chaotic clown lifestyle, discovered his clown side (Yappy), and became friends with Chatterbox, even being invited by him to stay in the Funhouse after the Gworls' House was sold

Bell ("Jingles") - A former cop, newer to the clown lifestyle, having only begun clowning around in late 2024. Working on wracking up charges with the PD and now known to be a major mischief maker in the city

Jason Pierrot - A mysterious wrestler clown who lurks around the Funhouse at times. He arrived in Los Santos after his girlfriend was targetted by mimes, heeding Party Hardy's call for help fighting off the mimes

Raffy - A clown who was formally associated with Hades, and now joins Jojo in The Toybox. Raffy came from another city and sought out companionship of the clowns in Los Santos

Tweetie - Had ties to the Clowncil through working at the former ‘Funhouse Foods’ stall. Remains friends with Clowncil clowns but is currently not officially affiliated to the group

Mr. Ratchet - Former Clowncil clown and friend of Chatterbox who became a part of the Clowncil after leaving Gulag Gang. Now a solo clown crim

Cuddles - A former Cypress member with ties to The Faceless. Now a solo clown crim

Yuckles - A clown from Ohio who valiantly fought in both Clown vs. Mime wars

Cosmo - Rarely seen clown. Conspiracy theorist and space enthusiast

Dr. Stacey - A doctor specializing in "clownology"
