Clowncil

The Clowncil oversaw legal and illegal enterprises of the clowns. It operated separately from the New Clown Order, but included many signers of the Clown Code. It was led, for the majority of its existence, by Chatterbox. Twinkles served as treasurer, and Mr. Ratchet managed heists and related jobs.

Legally, the Clowncil was responsible for Funhouse Foods, a sandwich and dessert shop in the Little Seoul food court, and the associated supply chain from their farming warehouse. The Clowncil also organized heists and other similar activities for criminal members to participate in. The current weed turf was Fudge Lane, with their own strain, "Whoopee Kush."

Membership in the Clowncil required signing and adhering to the Clown Code. However, Chatterbox considered all existing members signers of the Code, even if they have not yet physically signed the book.

The primary base of operations for the Clowncil was at the "Fudge house", in El Burro Heights. Meetings were held either there or at The Funhouse.

After the events that led to the emergence of "Jagger", and the murders of Alexander Bones and Richard Tips, Chatterbox declared that the Clowncil and New Clown Order were disbanded. Soon after, Mumbles Fumbles began a new project involving many clowns, the Great Republic of Grapeseed.

On January 29, 2021, Chatterbox gathered many clowns together to form the Clown Cartel (and their Clown Code), originally conceived to be a business and a covertly criminal organization (unassociated with gang bangers) operating within Los Santos. The Clown Cartel got heavy into crimes such as heists, meth trafficking, and meth running. But in the Spring of 2022, Chatterbox convinced the clowns to operate less like a criminal gang and rebrand themselves to the Council of Clowns--later shortened to Clowncil. By the end of 2022, the Clowncil had gotten its own gang app. On March 21, 2023, the Clowncil finally received their Gang Flag and gang spray for the Funhouse.

Following the events of The Mime Wars, the Clowncil was disbanded and the Clowns had nothing but animosity toward one another. A New Clown Order eventually formed that oversaw the activities of all clowns, "clean", criminal, or otherwise. The Order formulates its Clown Code, and compels all clowns to follow it, with punishment for those clowns who do not.

Reformation[]

Chatterbox announced on May 16th, 2024 during a Clown Hall that the Clowncil will be reforming to oversee legal and illegal enterprises of the clowns, for reasons including legal pressures such as Debtors' Law. It will operate alongside the New Clown Order, which will continue to govern clowns across the city, regardless of what group they might belong to.

Robberies and Heists[]

The Clowncil participated in various jobs, at the Rancho Cash Exchange and Suds Law Laundromat, and sometimes Ammu-Nation shipping containers. Since they are clowns, heist plans generally involved silly getaways and reliance on just one vehicle. The clowns did not bother masking their identities to the responding officers, proudly announcing who they were.

Mr. Ratchet was generally in charge of heists, and was busy trying to figure out the heist-related "riddles." Tessa Lamb managed ButtCoin for the group.

Drugs and Moonshine[]

The Clowncil weed turf was based is Fudge Lane. The weed turf was secured by Kirk Jerkems while he was "clowntator." The clowns were unchallenged on this turf since Black Lotus was disbanded.

Some clowns have worked on moonshine production and delivery, but there was no central effort by the Clowncil in this regard.

The Clowncil has acquired a table for the production of fentanyl.
