General Description[]

The Changaloa Cartel (Spanish: Cártel de Changaloa), is a Colombian international drug trafficking, money laundering, and organized crime syndicate established during the late 1980s. By August 2021, the cartel was primarily based in the city of Los Santos with operations in the Mexican states of Baja California, Durango, Sonora, and Chihuahua. The cartel's drug operations in Los Santos are maintained by Chang Gang and the Street Team.

In January 2023, Changaloa began making a return in Los Santos, with Chang Gang seeking to expand their drug operations into Sandy Shores, establishing a small compound on January 24, 2023. Multiple sprays followed to establish home turf in the area. Changaloa made another return in July 2023, but operations gradually went quiet again after a few weeks of activity.

The United States Intelligence Community considers the Changaloa Cartel "the most powerful drug trafficking organization in the world" and in 2011, the Los Santos Times called it "Mexico's most powerful organized crime group."

On February 24, 2023, out of frustration with seemingly incessant police raids and aggressive police intrusion into the Cartel's operation, among other reasons, the Changaloa cartel concluded its operations in Sandy Shores and departed Los Santos once again.

After a few months of inactivity, the cartel reactivated in San Andreas on July 2, 2023, after Mr. Kebun stole weed from a Rooster's Ranch grow op and after the Lost MC began operating a business at the YellowJack Inn, where Chang Gang and Hydra Gang secretly shared a meth lab with the Bondi Boys MC at the time.

The cartel also refrained from using the Dark Market and openly planting weed plants like they did months prior, this time being focused more on expanding territory than pushing drugs. Mr. Kebun also pushed the narrative to the police, particularly Sam Baas, that he was kidnapped by the cartel.

This time, Changaloa sought to establish a firm footing in Sandy Shores, and was willing to fight the Lost MC and their enemies in the area the Clowncil and Department of Corrections personnel Carmine Costello and Bobby Charles to maintain control.
