Description[]
Carter is generally seen riding his bicycle and performing tricks. He is a law-abiding citizen who has been convinced to participate in April's robberies. He routinely uses Twatter while waiting for his job at Hayes Auto Body Repairs. He is now enrolling in a news reporting program.
Appearance[]
He is dressed in a pink polo shirt, brown jeans, and white sneakers while also carrying a bag, sunglasses, and gloves. On the left corner of his eye, he has a bruise.
Personality[]
In comparison to the individuals around him, he possesses the most common sense and rationality. He criticizes a lot and questions everyone's motives, such as the Casino wheel and April Fooze's tactics.

He first appeared as April's first victim of her scam after encountering April and her friends Irwin Dundee, Elena Vega, and Oakley Stallion at Emma's yoga studio. Despite having been robbed two times previously, he paid $500 for April's five star yoga session, as she refers to it. Dundee later punched him after he discovered the ruse. He had a brief encounter with April in a clothing shop and later confronted her at the Apartments. He was again sent to Pillbox by Dundee after being ran over by him and dropped off, leaving him on the floor waiting until Dr. Kennedy Adams appeared. He was again send to the hospital twice after crashing into a bus stop and a small pole respectively due to his small vision. Later that day, he was tackled a few times by April, who was dressed in her "sus"  |
He appeared again as April's tackle victim and tried defeating her to no avail.
He is seen as one of the people on line in the wheel in the Casino.
He was persuaded by April to join her in her robberies much to his hesitation. He joined with her, along with Autumn Rhodes and Ray Mond. He tried hitting the cash registers but failed by either having it to be bankrupted or missing the code. He did yoga with them and was the only one to be charged $500 by April. April later gave him $200 to buy ammunition. He joined to go to Wu Chang Records and briefly became a backup dancer for the girls. He witnessed a possible robbery by Peanut after signing off from his job. He went to the hospital and waited for April as she is checked due to her condition. He parted ways with her after a long day.
His bike got robbed and he chased the robber, along with a helpful citizen, to the top of the parking lot. He was asked to shoot the robber which he refuses. He was overpowered and got cornered by his accomplice. He managed to retrieve his bike but not the helpful citizen.
He was a hostage, along with Mel Rickenbacker, for a Paleto bank robbery by Yuno, Don, Raymond, and Mickey.
After collecting enough money to buy a car, Carter went to Premium Deluxe Motorsport and loaned a Rhapsody as a sign for being a college student's vehicle. While showing it to Emma Gaine at Pillbox as a surprise, she informed him that she purchased the same model and it was the last stock. She also mentioned that the vehicle has three unfixable parts that when the vehicle is badly damaged, the engine will explode like a time-bomb. Fearing for himself and others, Carter rushed to PDM only to be pulled over by Officer Cletus Cornwood. He reported this to the PDM and had to wait for several days because the only person who resolve the issue was Leslie Lingberg, who was not around. Carter has two records: driving on a one-way road and illegal parking.
He attended the opening of Dean's World and is employed under April's business.
After his return from the train, Carter drove to PDM in hopes of getting his refund from his defective rhapsody vehicle. Unfortunately, he was informed by the employees that the transaction can only be processed in the presence of the boss. He drove to the news station where he met the Los Santos Broadcasting Network (LSBN) team comprised of Ursula Leichenberg and Felix Volk with tag-along Nancy Drew. The latter two were babysitting Ursula after she got a brain damage and had bene under morphine. The team found a man lying on the ground who was stabbed by a South African coyote with an Australia accent while flipping the bird. Ursula wanders off causing the team to look for her after dropping off Carter. After realizing that the team had abandoned him, he decided to go to the pier. On the way, he encountered Guy Jones, who asked him if he was a part of a gang (Vagos) which he declined. As he reached the entrance to the pier, the LSBN van drove by prompting him to follow them. Felix gave him 20 minutes to meet up in the station as the team was responding for a bank robbery. Carter arrives at Dean's World where he caught up with Anna Swallows. She was hired as a chopper pilot for LSBN which led Carter wanting to join LSBN more. In the studio, Felix asked him what he wants in LSBN which he answered he just want internship. He was then putted on a test by interviewing a member acting as a serial killer. It didn't go well since Carter went harsh until he was debriefed about the premise of the arrest. The test was put on hold when gunshots were heard outside of the station. The test resumed this time with a different story. Felix gave him advice on how to further improve his skills and what to do and not to do during news reporting. He was taught on how to use the news camera and the recordings. After ordering a murder meal, Carter drove to Hayes Autos where he recorded Anna reporting. There, he trolled Anna by having gotten a car as a toy, which was the last piece of her collection. He drove through the bridge to Dean's World where he recorded a camera man reporting an incident. He then drove to the docks to record the incident. Unfortunately, he accidentally released his gun instead of his camera, causing him to be detained. He was then let go but his vehicle was damaged from the shooting. He decided to ditch the car, hoping for a tow truck to retrieve it, and ran back towards the apartments.
Carter managed to talk to April before she sleeps after tsunami. There, he talked to her about his problem with PDM and his interest on joining her business as a manager. He also complimented April's newly customized Prius. He promised her that he will scam people on her behalf before she takes a rest.
He met up with April to plan out their business proposal to present to Mayor Andi Jones before she leaves her position in two weeks.

- He officially became April's assistant and manager of Sugar Daddy Sweets And Beats. In the following year, he was assigned as the Chief Financial Officer (CFO) of April's camera and polaroid company Pixel Perfect.
