Alan Crane is a civilian of Los Santos. Crane was formerly the Chief Justice of the City Council (appointed directly by the Federal Government) who oversaw the entire Department of Justice. He appointed the Treasurer through a committee interview panel. He retired from being a judge on July 2, 2024. He is known for his serious tone and rampant sarcasm.
Background[]
Alan Crane grew up in a school with mostly Mexican classmates where he picked up little bits of Spanish over time, and eventually leading him to become proficient in Spanish and other languages. He served as an Attorney, Special Prosecutor, and Judge in Los Santos before the Los Santos Senate appointed him to a permanent (non-elected) position as Chief Judge of the Department of Justice on April 7, 2022. (The position was later re-structured to Chief Justice.) He presided over several famous cases such as the impeachment trial against Mayor Abdul AlRahim, and he became the DoJ spokesperson for announcing election results at Dennis LaBarre City Hall (and hiring on the Mayors of Los Santos and Deputy Mayors).

Chief Justice Alan Crane and interim Mayor Lila Wright (a "fixer" the federal government hired to bring the city back into solvency) set up the foundation for the new Los Santos government called the City Council. On December 18, 2023, they enacted the Memorandum Establishing The City Council. On January 4, 2024, they enacted the Expectations of the City Council and its Members. On January 5, 2024, a committee of Crane, Lila, and County Clerk Alex Mushkin-Domino interviewed applicants for the Treasurer seat on the City Council. Three-time Deputy Mayor Etta Hawthorne was eventually appointed Treasurer. On January 13, 2024, Crane promoted Alex to Head Clerk. On January 20, 2024 in front of Davis City Hall, Crane announced all of the candidates who won election to the City Council. He announced that Maximilian Thoroughbred won the election to become the inaugural Mayor of Los Santos, with runner-up Michael Simone becoming the city's first elected Deputy Mayor. Afterward, the first meeting of the City Council convened.
Starting on January 27, 2024, the City Council began working on and voting on Government Legislation. Chief Justice Alan Crane per unanimous agreement from the Council of Eight amended the "Expectations of the City Council and its Members"--as of February 7th, 2024, all City Council members had to disclose any formal business investments, relationships, or ghost writers of legislation prior to presentation to the Council of Eight for a vote.
On April 25, 2024, Crane and Head County Clerk Alex Mushkin-Domino started a new round of interviews for the Treasurer position on the City Council. Incumbent Etta Hawthorne ran for a second term and thus had to be re-interviewed. After the first set of interviews, Crane promoted Alex to Chief Clerk. On April 27, 2024, Crane and Alex re-interviewed Etta, who summed up her first Treasurer term as "spicy", "educational", and "exhausting". Given the intensity of Etta's past conflicts with Mayor Max, Crane doubted her objectivity and whether she could still work productively with him. Crane was impressed by interviewee TJ Walker's financial qualifications, history of anti-corruption, and his honest admission to co-founding the Already Dead MC. Crane felt like the Treasurer position needed new blood with fresh ideas, and believed TJ's assertion that he would separate himself from ADMC operations. Alex felt that Etta could reapply for Treasurer at a later time with a clean slate. On May 1, 2024, Crane (following a long deliberation with Chief Clerk Alex) notified both Mayor Maximilian Thoroughbred and his Chief of Staff Siobhan Thoroughbred of the decision to appoint TJ Walker as the new City Council Treasurer despite their ongoing feud with the ADMC. But Max shared Crane's confidence that TJ would distance himself from the ADMC. Unfortunately, in the fourth City Council meeting, TJ died when members of Chang Gang stormed the room on May 21, 2024 and gunned the Council down.
Crane retired from being a judge on July 2, 2024.
