AEGIS is a government-backed public benefit corporation started by Mayor Lang Buddha and Deputy Mayor Tim Collins to enforce civilian laws.

According to the "Aegis Authorization Act" legislation written by Deputy Mayor Tim Collins, AEGIS is a board that is a body corporate and politic constituting a public benefit corporation. The board consists of three members. The Chairman is the Chief Executive Officer of the authority that is responsible for the discharge of the executive and administrative functions and powers of the authority. The Mayor of Los Santos appoints the Chairman and Board Members with the advice and consent of The Senate. The Chairman and Board Members serve for the corporate existence of the authority. The private corporation "Aegis" is consolidated in the board.
AEGIS establishes and oversees task forces for the enforcement of civil laws and regulations within the State of San Andreas. Such task forces are comprised of civilians and/or current or former members of law enforcement. The heads of such task forces shall be a member of law enforcement appointed by the Chairman of the authority and shall serve at the pleasure of the Chairman. The storefront guidelines enforcement task force shall be consolidated in the authority.

AEGIS started out as a Cerberus security company founded and owned by Lennon "Bane" Lee. Mayor Lang Buddha convinced The Senate to approve and enact legislation called the "Aegis Authorization Act" on March 6, 2023 to repurpose AEGIS into a public benefit corporation backed by the government. Although AEGIS is legislated to go back to the state after six months, Chief Judge Alan Crane spotted a technicality in the legislation that AEGIS could avoid terminating the company if they kept issuing bonds to prolong their debt.
Mayor Lang appointed Tim Collins as the Chairman of the Board, police Colonel Sam Baas as a Board Member for law enforcement, and Eve Summers as a Board Member for commerce.
AEGIS co-opted the old Federal Investigation Bureau building. Eve Summers and Nancy Drew set up the newly available "empty" storefronts inside. Cydney Lune of Olympus Interiors designed the interiors. Tim Collins wrote the bylaws and SOPs. Mayor Lang Buddha commissioned a special MDW just for AEGIS. Baas recommended hiring civilians waiting to become police officers.
On June 14, 2023 to protect AEGIS from the possibility of former Mayor Lang returning to crime, he formally transferred ownership of AEGIS to Chairman Tim Collins.
On July 12, 2023, Board Member Sam Baas died in the line of duty from a bomb explosion on top of the Mission Row Police Department--leaving AEGIS with a dilemma of whether current Mayor Sexton "Hardcastle" Cohen or presumptive Mayor-Elect Andi Jones should appoint the replacement Board Member. AEGIS ended up waiting for Andi to win the mayorship, but by the time Eve Summers brought it to her attention Tim Collins had already soured on AEGIS endorsing Brian Knight as the replacement Board Member (when Brian anticipated losing his job at the UPD over a scandal in the Sanguine Isle invasion). AEGIS Task Force Head Maximillian Angel became the next Mayor of Los Santos, and resigned from AEGIS to avoid a conflict of interest.
